POST TITLE: Ports Liaison Officer / DATE: September 2016

1.  JOB PURPOSE

The role is to establish and build on the strong existing relationships within ports’ communities and those communities who may be affected by Schedule 7 stops, and to promote and maintain similar relationships with our partners in ports across the WMCTU region.

main duties and responsibilities

·  To promote and maintain a relationship with those communities and community groups across the region who may be affected by the Schedule 7 stops and address their concerns.

·  To encourage a healthy dialogue between all affected communities to highlight their concerns to the Port Liaison Officer and ensure that these are addressed and promote trust and confidence in Schedule 7 legislation.

·  To proactively seek opportunities to educate those communities about new legislation or issues affecting them and to deliver those inputs.

·  To promote and maintain relationship with all airport partners and organisations.

·  To promote the reporting of information around the Insider Threat with the airport communities.

·  To enable the smooth operation of day-to-day work alongside airport partners and other organisations.

·  To promote joint working with the airport partners and communities around national operations and spontaneous incidents.

·  To work with all airport partners and communities to target harden the airport environments.

·  To establish and maintain electronic means of communication or websites or apps.

·  To identify emerging issues which may affect the CT environment.

·  To establish and maintain a strong relationship with the General Aviation and Freight communities.

3. Skills, Qualifications and eXPERIENCE

Essential

·  Genuine interest in current affairs and counter terrorism work.

·  Excellent communication skills, including listening, written and verbal skills. With the ability to communicate with people at all levels.

·  Excellent presentation skills and the ability to deliver presentations to a variety of groups of people from diverse backgrounds.

·  Strong IT skills in the MS systems including Powerpoint, Excel, Access and Word.

·  Strong and varied Cultural understanding.

·  High level of self-motivation with the ability to work on your own initiative, make decisions and be organised in your approach, at times giving direct to others.

·  A high degree of integrity, tact, diplomacy and sensitivity when dealing with operation including an appreciation of need to know principles.

·  Experience in gathering and disseminating intelligence using appropriate systems and having a good understanding of National intelligence Model and MOPI.

·  A working knowledge of the handling of sensitive intelligence, handling codes and Government Security Classification system.

·  An excellent understanding of Schedule 7 and 8 Terrorism Act 2000 and Schedule 1 Counter Terrorism Security Act 2015.

·  Flexible and able to work within the ports operating hours of 0700 x 2300.

·  Willing to attend and pass all relevant training courses.

·  Full and current UK driving licence

Desirable

·  Previous experience of working within a counter terrorism environment.

·  Previous experience of major investigation or intelligence operations.

·  The ability to converse in a second language at verbal and written levels.

4. supervision received

·  Will work under the direction of the ports supervisor.

5. Special Requirements

·  Successful candidates will be required as a pre-condition to attain personal vetting to West Midlands Police Management Vetting and National Security – Security Clearance (SC) status as a minimum.

·  The CTU is part of a national network and during times of exceptional demand you may be required to work at other locations at short notice.

The Authority reserves the right to vary the duties and responsibilities of staff under conditions prescribed in national agreements. Thus, it must be appreciated that the above duties may be altered as the future changing needs of the service may require. In addition, members of staff are liable to serve at any of the Authority’s places of employment as may be required.
