We would like to submit the following questions for further clarification on the Mercy Corps survey RFP:

1) Will data be collected in the same 36 districts of the 18 provinces as the baseline survey (if yes, will these districts be made available to the winning partner)?

In order to make the survey statistically representative, data collection will be done from all districts under each province. The sample size for each district has been distributed among urban and rural population. A detail sampling frame for the midline survey is produced by Mercy Corps which will be followed by winning contractor. Detail sampling plan will be provided to the contractor.

2) Is data to be collected in Anbar province given the current security situation?

The midline survey data collection will be from 18 provinces covering all districts under each province to make the survey representative.

3) What are the exact target populations in the Iraqi citizen population?

The total sample size is 5000 respondents (Iraqi citizen) for this midline survey. Total sample has been distributed statistically (PPS) among 18 provinces and districts as per sampling frame mentioned above.

4) Is the same population distribution to be followed as the baseline survey (if yes, will numbers/distribution be made available to winning partner)?

The midline survey will follow similar sampling distribution used in the baseline survey. The survey respondents will be selected randomly based on Kish method. Detail sampling frame

(number/distribution) will be provided to the winning contractor.

5) Will a copy of the full baseline report be made available to the winning partner (there is an online version from Feb 2012 but has incomplete Annexes)?

The project baseline survey report is Mercy Corps’ internal document.

6) How does Mercy Corps want to the Kish Method data collection to take place, either through man on the street interviews or door to door data collection?

Kish method will use to select household from the community and respondent from the household for survey door to door and household level face to face interview. Mercy Corps has produced Kish guideline for the survey which will be provided to winning contractor.

7) Please we need information about maximum budget for proposal. (Civic attitudes and Behaviors Midline Survey)

Actually, the budget amount for the midline survey task will come from the applicant. The respective applicant will come up with their propose budget for this midline survey tasks. The applicant will submit budget in Excel format which given with the tender document.

8) We need number of people include the survey process in Suleimanyh and Erbil from 5000 people for whole of Iraq.

The number of people required for this survey will also be proposed by the applicant. The applicant will mention in their proposal how many staff they need for the survey of 5000 respondents in 18 provinces of Iraq. Mercy Corps will not propose the number of staff.
