The Solar Keymark Network recommends that the following aspects should be the legal basis for national and international tendering processes for solar-thermal projects:
  1. Only solar-thermal collectors certified by Solar Keymark or by other adequate certification schemes such as SRCC or AIPMO can be used. Handing in the corresponding certificates and data sheets shall be requested.
  2. As thermal performance criterion only the Calculated Annual Output (CAO) shall be used.
  3. This CAO has to be determined with the freely available Solar Keymark calculationtool “ScenoCalc” (
for
-reference location from ScenoCalc (Athens, Davos, Wurzburg or Stockholm) with the corresponding climate data and required average temperature level
Additionally a determination of the CAO can be requested for specific locations required in the same format. In this case also the
following parameters have to be specified in the call for tender
-climate data to be used
-collector orientation
-collector tilt
-required average temperature level
In case of collector types not applicable for the performance calculation with
ScenoCalc other appropriate thermal performance indicators can be used.
14 / x / Resolution related to „Changes of Solar Keymark data sheets due to ISO9806“/HD
The following changes on all newly issued Solar Keymark data sheets shall be performed as soon as the revised version of ISO 9806 comes into force and the transition period concerning the parallel use of EN 12975-2 is expired:
-The “aperturearea (Aa)” has to bedeleted
Note: Because the aperture area is not determined and used anymore.
-The line “collector efficiency parameters related to aperturearea (Aa)” has to be changed to “collector efficiency parameters related to gross area”.
All data sheets being part of a valid Solar Keymark certificate have to be changed to be conform with the revised version of ISO 9806 as soon as possible, but at latest until 31.12.2015.
Note: It is recommended to combine the update of the data sheet with the factory inspection.
15 / x / Resolution related to „Approval of ScEnOCalc updates by SKN“ / HD
Each new version of ScEnOCalc shall be approved by the SKN before it becomes official.
As a basis for this approval a document describing the major changes compared to previous approved versions as well as the validation performed with the latest version shall be provided.
16 / x / Resolution related to „Approval and exclusion of test labs by SKN“ / HD
Test labs performing test as a basis for Solar Keymark certification have to be empowered by the Solar Keymark network. Hence, the Solar Keymark network has also the power to exclude test labs for Solar Keymark certification.
All test labs listed on on 01.01.14 are considered as already empowered by the SKN.
17 / x / Improvements for organization and funding of SKN activities / J. Fernandez
-We have two ways of solving problems through working groups at SKN:
  1. Long term and medium term issues are dealt with by the SCF- this differentiates us a group from many companies that never have resources for long term issues. There is always room for improvement but it is a good method.
  2. Medium and Short term issues – these are being dealt with by existing working groups (CB or IB ) or by dynamic working groups that are created to solve each issue. Here we have a problem because this work receives no funding and in general we are all struggling to find time and also to justify spending this extra time to our superiors. The truth is that most working groups are being generated during the meetings and afterwards are not able to have get much work done. The strength of our system is the work elaborated in multi-cultural environment and it needs a little bit of a push.

-I believe we should find a way to help out the working groups with some small funding from SCF.

If a manufacturer wishes to use the tests done previously according to EN 12975-2 for a new certificate in compliance with EN ISO 9806, then the following activities must take place:
Sample taking for retesting of :
  • Mechanical load tests
  • Rain penetration test
  • Impact test (in case it has not been done before)
The laboratory must prepare a new annex adapting to EN ISO 9806 the existing test report for the following tests:
  • Mechanical load test
  • Exposure test
  • Thermal shock tests
  • Impact test(in case it has been done before)

During 2015 / Laboratories and Certification bodies should finish the adaptation process and have new scope of accreditation
Certificates according to EN 12975-1:2014 and EN ISO 9806:2013 may be granted

Proposal for Resolution is:
  • New revision of ANNEX E
  • New revision of annex A1( factoryinspection report + physical inspection report + sampling sheet)
  • Change Annex A2 by withdrawing the physical inspection and leaving the procedure
Background:
Back in 2012 we started a working group to write the Annex E with requirements for Factory Production Control taking into account the future version of EN 12975-1 and also some improvements. We agreed at SKN for Annex E to be informative during 2013 and normative starting 2014. We have a SCF project (Henry Rosik, Stephan Fischer and Jaime Fernández) with the objective to check the result of these new requirements and adapt the inspection report which does not reflect the requirements of Annex E. Inspectors have given feedback by filling out questionnaires regarding requirements of Annex E.
The working group for global harmonization has held several web meetings and has agreed upon using Annex E and Annex A of the Keymark Rules after making some comments for improvement. On the web meeting held by the FPC Working group on 2014-02-28 all the information has been analyzed and proposals for resolution are made. During the meeting it was also proposed to hold an inspectors meeting in order to prepare a guideline for inspectors. This guideline would hold already existing documents
Therefore the following documentation is sent to the SKN meeting of March 2014:

11. Changing certification bodies
Procedures for changing the certification body
  • It shall be possible for a manufacturer to move with an original certificate to another certification body without re-testing and re-inspection
  • The certification body that issued the original certificate has to be informed by the certificate holder about the cancellation of the certificate
  • A copy of the notification of cancellation by the former certification body has to be provided to the “new” certification body before issuing the new certificate
  • The test report(s) and the inspection report(s) have to be provided to the “new” certification body
  • The test institute that issued the test reports has to be accepted by the “new” certification body before issuing the new certificate
  • At least a new data sheet needs to be issued by the test institute stating the new certification body and registration No.
  • Change of certification body and issuance of new certificate should be done within 3 months after the request.
  • Old certificate shall be withdrawn when new one is issued
  • These procedures apply to all OBL certificates linked to the original certificate

13.4 OBL certification
OBL certificates shall be issued by the certifier who issued the original certificate.
If the holder of the original certificate (manufacturer/OEM) wants to change the certification body, paragraph 11 applies.

"So, why not a certification body to take the responsibility of producing the new data sheet just changing the name of certification body in the same form"?
"Also, what will happen if testing laboratories delay or refuse to issue a new form of data sheet and what will happen if the certificate transfer exceeds from time limit of 3 months"?

Dear colleagues,
I’m really sorry for not having finalized this work until now. In particular since it is now too late for decision making on this issue at the SKN meeting next week. Perhaps and hopefully you can still find a slot to discuss it and then maybe take a decision per correspondence later. We’ve had the document on a review round in the network and thus received three comments. Two of them, basically on the same topic, are remaining to be discussed and decided about:

The only critical point I see is the risk, that the climate classes displayed on the label might be mixed up by the end consumer with the classes of the energy label since this are also symbols such as B, A, A+ etc. What is your opinion on this?
If you also see it critical as well, a solution might be to use an other nomenclature, e.g. CB, CA etc.
From Andreas:
Concerning the classes for the easy things I would prefer to have numbers instead of A, B, C, D, A+ etc. I hate if there are A++ and A+++ later… For the end user it will be difficult to find out what it means to be in Hail resistance class B or Snow load C. Furthermore it will be easier to bring the things in line with national regulations if there are numbers and not letters. Furthermore we don’t have to maintain tables of correlation between numbers and letters. Reduce the option for confusion. Etc.

Hail: Indicate Diameter in steps of 5mm (i.e. --, 5mm, 10mm, 15mm, etc )
Wind and snow loads in steps of 200 Pa (i.e. 2400, 2600, 2800, etc….)
I’ll now submit the SCF report and upload to the website.
