Purpose
This national certificate is designed for experienced supervisors working in the bitumen surfacing industry. The holder of the qualification is able to supervise others on an asphalt paving or chipseal construction worksite.
The compulsory section recognises competence in communications, safety, and supervision on a single site, and knowledge and skills common to both asphalt and chipseal surfacing.
The strands acknowledge competence in supervising and technical knowledge of specific types of surfacing.
The optional standard is relevant for site supervisors with responsibility for temporary traffic management.
This qualification builds on the National Certificate in Pavement Surfacing (Bulk Bitumen Equipment) with strands in Gangbar Sprayer, Handbar Sprayer and Tank Wagon [Ref: 1427], the National Certificate in Pavement Surfacing (Plant Operation) (Level 3) [Ref: 1428], and the National Certificate in Pavement Surfacing (Asphalt Paving Machine Operation) (Level 3) [Ref: 1429]; and leads to the National Certificate in Pavement Surfacing (Multiple Sites Supervision) (Level 5) with strands in Asphalt and Chipseal, and with an optional strand in STMS Level 2 and 3 Roads [Ref: 1426]. This qualification shares some standards with the National Certificate in Civil Infrastructure Health, Safety, and Environment (Supervision) [Ref: 1179] and the National Certificate in Pavement Surfacing (Asphalt Production) (Level 4) [Ref: 0466].
Replacement Information
This qualification and the National Certificate in Civil Construction Supervision (Level 4) [Ref: 1324] have been replaced by the National Certificate in Infrastructure Works Supervision with optional strands in Asphalt Surfacing, Chipseal Surfacing, Civil Works and Utilities, Road Works, Water, and Wastewater [Ref: 1658].
Special Notes
It is expected that people will achieve the prerequisite standards not included in this qualification as part of their Roading New Zealand Operate Safe training framework. For information on this framework refer to the Operate Safe Training Guidelines available at
The pavement surfacing industry has designed this qualification to be complemented by the National Certificate in Business (First Line Management) (Level 3) [Ref: 0743]. The complementary qualification is not a prerequisite for entry or requirement for award of this qualification.

Previous versions of the qualification
Version 1 of this qualification was developed in conjunction with a comprehensive review of Pavement Surfacing qualification and standards.
This qualification contains standards that replace or are used as substitutes for earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.
