Transition Arrangements

This qualification and the National Certificate in Drilling – Hydrocarbon (Derrickman) (Level3) with strands in Off Shore Drilling, and On Shore Drilling [Ref: 1336] have been reviewed and replaced by the New Zealand Certificate in Drilling (Level 4) [Ref: 2622].

The last date for entry into training programmes or courses leading to this qualification is 31 December 2015. The last date of assessment for the replaced qualification is 31 December 2018.

People working towards the replaced qualification must complete its requirements or transfer to a programme of study or training leading to its replacement by 31 December 2018.

It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to MITO at the address below. Appeals will be considered on a case by case basis.

Purpose

The National Certificate in Drilling - Non-hydrocarbon (Driller) (Level 3) with optional strands in Environmental/Geotechnical, and Water Well, recognises the skills of an experienced driller. The holder of this qualification is able to perform tasks involving a broad range of skilled applications in a wide variety of contexts, which may involve some discretion and judgement in selecting equipment, services or contingency measures.

A core component of essential skills related to setting up and preparing for drilling; on site operations; operational maintenance; and carrying out informal on the job training in a non-hydrocarbon drilling environmentis included in this qualification. A small core elective that recognises a variety of skill sets is required due to the diversity of drilling environments.

Core elective 2 offers a range of standards relating to health and safety, using truck loader cranes, and driving. Core elective 3 offers a range of standards that relate to drilling methods for the different activities undertaken in the drilling industry to the skill level of a driller.

There are two optional strands in this qualification representing skills required to work in a specified industry sector. The strands are Environmental/Geotechnical, and Water Well.

This qualification includes Australian competency standards that are part of the DRT03 Drilling Training Package – Certificate 111 in Drilling. These standards have been endorsed by the New Zealand Extractive Industries Training Organisation.

This qualification is part of a pathway, which begins with the National Certificate in
Drilling - Non-hydrocarbon (Level 2) with an optional strand in Blast Hole/Mineral Production and Development [Ref:1331], and continues with the National Certificate in Drilling - Nonhydrocarbon (Senior Driller) (Level 4) with an optional strand in Water Well [Ref: 1333], culminating in the National Diploma in Drilling - Non-hydrocarbon (Driller Supervisor) (Level 5) [Ref:1334].

Special Notes

Prerequisite: National Certificate in Drilling - Non-hydrocarbon (Driller’s Assistant) (Level 2) [Ref: 1331],or demonstrate equivalent skills and knowledge.

Award of NQF Qualifications

Credit gained for a standard may be used only once to meet the requirements of this qualification.

Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand Qualifications Authority (NZQA) Rules and Procedures publications available at

Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same Id may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard.
