1.INTRODUCTION bold

WecordiallyinviteyoutojointhevitalandfruitfuldiscussioninallfieldsofPhysicsandChemistryofIce.PCI-2010willbeheldattheConferenceHallonthecampusofHokkaidoUniversity,locatedinthecenterofSapporoinHokkaido,thenorthern-mostislandofJapan1-3.WeareproudtoorganizethePCI-2010conferenceatHokkaidoUniversitythathasalonghistoryofpioneeringworkoniceresearch2, 4.HokkaidoUniversitywasfoundedin1876asSapporoAgriculturalCollege-thefirstuniversityinthenationthatawardedbachelor'sdegrees5-8.

"Boys,beambitious!,"9thephraseDr.WilliamS.Clark,thefirstVice-Principal10, 11,wasquotedassayingtohisstudentsbeforeleavingSapporo,iswellknownamongJapan'syouthandalsoservesasHokkaidoUniversity'smoto7, 9, 12-15.

2.MATERIALSANDMETHODS bold

HokkaidoUniversityupholds"TheFrontierSpirit,""GlobalPerspectives,""All-roundEducation"and"PracticalLearning"--conceptsthathavebeendevelopedoveritshistoryofmorethan130yearsasthebasicphilosophiesofeducationandresearch.Currently,allthefacultymembers,studentsandgraduatesaremakingconcertedeffortstotransformtheircampusintoaglobalbaseforeducationandresearch.

HokkaidoUniversityhasbeendevelopinginternationallymindededucators and researchersbyhavingthemacquireexpertiseandmakeproactiveandcomprehensivepersonaldevelopmentthroughgeneralandspecializedteachingaswellasgraduateeducation.

Inaddition,whilesteppingupeffortstoofferattractiveeducationalandresearchprograms,wearestrivingtobecomeaglobaleducationalandresearchcenterbyrealizingthe"strictevaluationoflearningresults"and"coursesrespectingtherequirementsforcreditsmorestrictly,"promotingeducationinforeignlanguages,andbuildinganadvancedhuman-resourcedevelopmentsystemthatcancompeteintheinternationalarena.

3.RESUTSANDDISCUSSION bold

3.1. Surface observation of ice crystals bold

HokkaidoUniversityisstrengtheningthefoundationofeducationandresearchbyplacinganincreasedemphasisongraduateeducation.Atthesametime,wearemakingoureducationalandresearchorganizationsmoreefficientbypromotingfurtherflexibilityintheorganizationalstructureofgraduateschoolsandadvancingafacultyandgraduateschoolframeworkthatisaimedatconductingpioneeringandinterdisciplinaryresearchandeducation.

Throughsuchinitiatives,westrivetocreatenewresearchbaseswithinterdisciplinaryprojects,providelecturesinforeignlanguages,andacceptcompetentinternationalstudentstofurtherourdevelopmentintoauniversityopentotheworldandaglobalcenterforeducationandresearch.

HokkaidoUniversityisdevelopingahostofprojectsintendedtoenhancepublicawarenessofthisuniversity:theutilizationoftheTokyoandBeijingOfficesasthebasesfortransmittinginformationtosocietyandpromotingexchangeactivitieswithlocalcommunities;theimprovementofitswebsitesandpublicrelationsmagazines;publicrelationsactivities,includingtheOpenCampusforhighschoolstudentsandthedisseminationofinformationonentranceexaminations;theorganizationoftheExtensionLecturePrograms;andtheimprovementoftheOpenCourseWare,inwhichcoursematerialsaremadeavailabletotheworld.

3.2. Quasi-liquid layers  bold

Inaddition,weplantofurtherenhanceandutilizebasesforjointprojectsandresearchwithlocalcommunitiesandindustries,includingtheCreativeResearchInitiative"Sousei"andtheManagementCenterforIntellectualPropertyandInnovation,tosharethefruitsofourresearchactivitiesandstrengthencooperationwithsociety.

Aimingtotakemoreinitiativeandbecomemoreself-reliantthanever,HokkaidoUniversityestablishedthe"HokkaidoUniversityFrontierFoundation"ontheoccasionofthe130thanniversaryofitsfoundingin2006,sothattheuniversitywouldnotonlyredoubleitseffortsbutalsoreceiveextensivesupportfromenterprises,individualsandalumni.

The 2D nucleation rate of multi-layered islands, where i is the number of layers, can be expressed as follows3,4:

Here is the attachment frequency of a monomeric molecule to a critical nucleus, the Zeldovich factor, the density of monomeric molecules on a crystal surface, the activation free energy barrier of the 2D nucleation of single-layered (elementary) islands, the Boltzmann constant, T the absolute temperature.

TheHokkaidoUniversityFrontierFoundationaimstomaketheuniversitycontributable tolocalcommunitiesandtheinternationalsociety.Tothisend,theFoundationwillstrivetoimproveeducationalandresearchbasesand,amongotherthings,conductstudentsupportactivitiesforthepurposeofdevelopingexcellenthumanresources.

Withyourgenerouscooperation,HokkaidoUniversityiscommittedtocarryingoutfurthervisionaryuniversityreformsin upholdingoneoftheuniversity'sfundamentalphilosophies--thefrontierspirit.

4.SUMMARY bold

ModelbarnofHokkaidoUniversityinSapporo, an importantCulturalProperty, wasbuiltin1877,basedonDr.Clark'sbeliefthatsuccessfulfarmingdependedonspaciousstablestoshelteranimalsfromseverewinters.Thebarnwasoneofninebuildings,including a silo,bull-house,milkingshed,andtoolshedbuiltinthestyleof19thcenturyAmericanbarns.Itwasmovedtothepresentsitein1910,andextensiverestorationwascarriedoutin1977-79.Thereisarestroomlocatedoutsidethisbuilding.
