Minutes of the Laceby Parish Council Meeting held at the Stanford Centre, Cooper Lane, Laceby on Tuesday 6 October 2015 at 7.30 p.m.

11246Minutes of the Laceby Parish Council Meeting held 1 September 2015 – proposed by Councillor Marshall, seconded by Councillor Turner that the minutes should be signed by the Chairman.

11247Minutes of the Laceby Parish Council’s Planning Meeting held 15 September 2015 – proposed by Councillor Schofield and seconded by Councillor Turner that these minutes too should be signed by the Chairman.

11249Dispensation Requests – none received.

11250Police Matters

PCSO Heseltine gave a brief report and the Street Brief from Humberside Police was circulated to members. Noted lock also on Kissing Gate too, at Nature Area. Resolved to have the lock removed.

PCSO Heseltine retired from the meeting being on duty.

The Chairman then suspended the meeting for Public Forum - points raised were:

The Laceby Parish Council was thanked for providing the Allotment Association with the donation money used to purchase the brush cutter.

Members of the public felt the Parish Council were doing a good job keeping the village tidy.

Concerns raised over who pays for the Church Clock – noted it is a public clock and generally the Parish Council pay for repairs and maintenance when this is authorised.

Concerns raised in respect of Gibraltar Lane becoming a thoroughfare.

The Chairman then re-opened the meeting to discuss the following matters:-

11251Planning Matters

Gibraltar Lane – need to know if the Covenant placed on this lane to prevent through traffic from Hawerby Road has been rescinded and that where traffic was now coming through has this been declassified to allow this through traffic. Resolved that the Clerk contacts planning at NELC to find out.

DM/0870/15/FUL – erect single storey extension to rear and two storey extension to front at 76 Caistor Road Laceby

Plans were considered - proposed by Councillor Greenbeck that no objections should be raised, seconded by Councillor Marshall and carried unanimously.

11252Matters Arising

Cemetery Crescent Grass Verge – noted this verge is only cut twice a year and is due to be cut again within the next 4 weeks.

Seedclose Lane No Waiting Restrictions – email from Highways Department stated they were working on a backlog of traffic regulation orders of which Seedclose Lane was one.

Gullies and White Lines in Austin Garth/Phillips Lane area - Councillor Marshall stated he had requested Highways to come and clear the gulley in Phillips Lane due to tarmacadam being laid over it. White lines had yet to be reinstated at the junction to Phillips Lane and Austin Garth.

Wold Funds – Parish Council to now release Wold Fund money held on behalf of Ward Councillors towards boiler at the Scout premises - £1,907.00. Additional request for Grant Funding by the Scouts received to be placed on agenda for next month. Minute No 11807 of 2010 refers to Wold Fund money.

Beech Court Dwelling Repairs/Maintenance – email from Shoreline indicated that redecoration of the communal lounge and entrance hall had been approved along with the deep clean of communal carpets and corridors. Work to commence January 2016.

11253Financial Matters

An invoice for work to the Church Clock faces for £600.00 was presented to the Council from Paul Mendham’s via the Parochial Church Council. Members of the Laceby Parish Council were adamant that they would not pay £600.00 for the cost of this work when materials were only £16.00. It was agreed that this amount had not been sanctioned by the Parish Council and they were concerned that a Company from Newark had been used. It was noted that when spending this amount of money it was usual for the Parish Council to try and obtain at least 3 quotations. Unanimously resolved that the Clerk writes to Mrs Mawer stating that the Parish Council not having sanctioned this amount of expenditure would not pay the invoice and that any future work to the church clock including servicing and maintenance would need to be reported and three quotations sought rather than just ringing Smiths of Derby for future repairs. Parish Council was informed by the Clerk that their budget for work to the Church Clock had already been spent whilst having the major repairs done to the church clock fixings this year.

Total payments less P Mendham’s invoice for the month of October 2015 £4,299.93.

Budget Report – the Clerk had previously circulated a detailed budget report to Councillors. Noted that the other half of the precept and grant from NELC was due to be paid on 1 October 2015 into the current account.

11254Allotments

It was noted there were 3 tenants with outstanding payments for their second quarter rent – amount outstanding totalled £39.00. Reminders had been sent with the third quarter invoices.

Councillor Greenbeck queried whether a skip to remove rubbish was required and Councillor Marshall stated that the rubbish had now gone.

Councillor Marshall stated he had now let 4 more allotments and required 4 more keys since none had been handed back.

Councillor Greenbeck stated he had received a letter offering a memorial bench in the name of Vera and Walter Johnson. It was suggested that a bench facing south in the Churchyard would be nice and the Chairman stated he would contact the family with this suggestion.

11255Cemetery/Churchyard Matters

Cemetery - the Chairman stated he was unable to walk with the poppy wreath at the Armistice Day Parade - resolved that Councillor Marshall would carry the wreath this year.

Councillor Greenbeck informed those present that North East Lincolnshire Council intended to make a charge for road closures next year in respect of Armistice Day Parades, the fee being over £600.00. Ward Councillor Hasthorpestated that the fee had been waived again this year.

Resolved unanimously that the Clerk send a letter of objection to the Chief Executive of NELC to request this mattershould be discussed again by Cabinet, and future road closure fees waived for future Armistice Day Parades.

Weed spraying around the cenotaph was also mentioned.

Churchyard - nothing to report.

11256Projects Backlog – Village Signs

The Clerk stated that having tried to get a Highways License from NELC Highways she had been informed that this would be considered when a formal planning application was made. Resolved that the planning application form be taken into planning. Fee should be £192.50 with the discount allowed for Parish Councils.

11257Butt Lane Field Site

Proposed by Councillor Marshall that the lease details should be considered at the next planning meeting; seconded by Councillor Greenbeck and carried.

Agreed that quotations were required for:- annual maintenance of the bowling green; football pitch; hedges to be cut; play equipment to care for and safety matting.

Agreed that someone needed to be on site to take ticket money regularly and that the Parish Council would need to obtain quotations for work to be done to the Pavilion.

Quotations for work to be sought from Tukes; Strawsons; Chapmans at Hoop End Tetney too.

Concerns raised regarding the number of volunteers available to work at site.

11258St Francis Grove Play Area

New invoice for an aluminium sign relating to Dogs on Leads was considered resolved to get a quotation for rigid durable sign.

Laurel hedging had been examined and required no further action at the moment.

Gate to play area still not done by Wicksteed needs chasing.

Letter from Wilson Sharpe & Co regarding Work Based Pensions – Auto Enrolment noted and put be put on agenda.

Invitation from Mayor of NELC to fund raising Coffee Morning - noted.

Questionnaire from ERNLLCA – noted.

11260Stanford Centre Group

Councillor Greenbeck present a Laceby Library report-

Library now had a membership of 131.

Lifestyle had raised £36.00 for library and this would purchase a laminator and guillotine.

MacMillan Coffee Morning in conjunction with Stanford School raised £569.00.

Stanford School will begin class visits to library in October.

Risk Assessment and Child Protection Policy have been produced for Library.

Front door painted by Mr Brumfield, and Mrs Brumfield has scrubbed, cleaned and weededthe front area of the building.

Mr Read has done work on the Reference and Local History collections.

Library hopes to host a homework club on a Tuesday afternoon from November.

Hall hire fees were discussed at length and it was noted that the fee of £5.00 per hour was a starting fee only, and was not meant to undercut other meeting rooms hire charges in the village.

11261Information Exchange

Noted Methodist War Memorial tablet now in Community Centre for safe keeping.

Laceby in Bloom received donation from Ward Councillors.

Historic Blue Heritage Signs for village suggested – agenda item.

Monitor junction at Hawerby Road and Butt Lane – large transit van blocking view when trying to drive out of Hawerby Road.

Great to see the barriers put down by NELC on by [ass as requested.

Signage is working at Cemetery regarding parking problems.

Marshall’s BMW are delivering cars on the road again – monitor this.

Caistor Road turning area a problem again with parking noted.

Bench on Grimsby Road to be rubbed down and stained through Community Work incentive.
