Historic Preservation

1.Eligibility for Listing in the National Register of Historic Places

This property has not been evaluated for eligibility for listing in the National Register of Historic Places. However, GSA policy, established by the Office of the Chief Architect (OCA), directs project teams to assess the potential eligibility of Modern-era buildings (constructed between 1950 and 1979) prior to the execution of capital improvements. In an effort to aid design teams in complying with this GSA policy, the OCA has developed the GSA Eligibility Assessment Tool for Modern-era Buildings. This questionnaire/survey is designed to aid the design team in assessing the potential for National Register eligibility for GSA’s Modern era buildings, which may or may not readily meet the criteria considerations of the National Register Bulletin for Evaluating and Nominating Properties that Have Reached Significance within the Last Fifty Years. This GSA Eligibility Assessment Tool is included as an insertat the back ofGrowth, Efficiency and Modernism – GSA Buildings of the 1950s, 60s and 70s, a GSA publication. A member of the A/E team shall be identified as a Historic Preservation Team Member (HPTM) and shall serve as a specialist to assess the potential eligibility of this structure prior to developing a design approach and philosophy for this project. The assessment of eligibility shall be coordinated with the participation of GSA’s Regional Historic Preservation Officer (RHPO).

2.Assessing Potential Eligibility for National Register Listing

If upon completion of GSA’s Eligibility Assessment Tool, the building is found to be potentially eligible for National Register listing, the project shall be designed to respect the architectural distinction of its Modern-era design style and shall employ the Secretary of the Interior’s Standards for Rehabilitation of Historic Properties (Standards) in the development of design concepts. GSA’s RHPO will evaluate the A/E’s eligibility assessment and make the determination as to how the project will comply with GSA’s policy for rehabilitation of Modern-era buildings.For buildings determined to be potentially eligible on reaching the age of 50 years, the HPTM, in consultation with the RHPO, shall assist the project team in determining an appropriate approach, either designing alterations in noteworthy spaces to be compatible with the original design in materials, scale, detailing and other characteristics, or undertaking appropriate documentation prior to removal of potentially significant architectural features or demolition of original spaces.

3. Role of the Historic Preservation Team Member (HPTM)

A member of the A/E team shall serve as a “qualified” Historic Preservation Team Member. identifies the qualifications for the HPTM. The HPTM shall be involved in the analysis and design of all alternatives leading to decisions affecting the design approach and concepts. Final design approaches and concepts shall be approved by GSA’s RHPO prior to the initiation of Design Development documents.

(i.) The HPTM shall serve as the A/E team’s liaison to GSA’s Regional Historic Preservation Officer (RHPO). The role of the HPTM will be to advise the RHPO in regard to project issues that may adversely impact any original, character-defining elements of the property. These character-defining elements will be identified by the HPTM in cooperation with the RHPO and the RHPO will in-turn qualify them as official “character-defining elements” for project reference during the concept development phase of the project.

(ii.) The HPTM shall review all submissions in their entirety for impact on character-defining elements and advise the RHPO as to how the project conforms to the Standards. The HPTM’s comments shall be shared with GSA and particularly the RHPO. The HPTM shall certify in writing how the final submission meets the Standards or provide an explanation as to why the submission does not meet the Standards.

4. Services of the Historic Preservation Team Member (HPTM)

The HPTM in conjunction with the A/E team shall provide the following in compliance with the project schedule as determined by GSA:

(i.) Provide construction supervision prior to construction contract award;

(ii.) Review bidder competency forms submitted by prospective contractors and subcontractors to assure competency of contractor to achieve construction results that do not adversely impact significant historic building fabric;

(iii.) Review any submittal which shows new materials/equipment to be installed in restoration and rehabilitation zones to assure compliance with the project’s approved design approach;

(iv.) Review any submissions proposing methods for protecting historic materials during construction.

F.5.Submittals

Two (2) sets of information are required as submittals for design concurrence by GSA’s RHPO. Those submissions will take place upon the completion of Final Concept, Design Development, 75% and 100% Contract Documents.
