AT-TRAINING

1. Training Concept. While at AT, the reserve unit will conduct essential military and mission oriented training that normally cannot be accomplished at their Home Training Center (HTC). Reserve units should strive for maximum self-reliance and training effectiveness within the framework of the host unit concept. The RSU will coordinate and monitor all reserve training aboard MCBCP.

2. Training Safety Requirements. Safety is paramount at MCBCP. While training on any range, training facility or maneuver area aboard MCBCP, the following are mandatory:

(a) An RSO

(b) Corpsman or Medic

(c) Emergency Vehicle

(d) Radio Communications with Longrifle

Additional safety information will be provided at the Pre-AT Conference, at the RSU "Welcome Aboard Briefs," and at Range Safety Officer (RSO) classes. Safety and emergency phone numbers will also be provided at these times.

3. Training Schedules. Reserve units must have an approved AT training schedule submitted as part of their RSA. Significant modifications to the schedule must be made NLT 30 days prior to the commencement of AT, and approved by the RSU, host unit, and other appropriate commands. The RSU and host unit must be informed daily during AT of any anticipated deviation from the schedule. A recommended training schedule format is included in the RSA.

4. Training Facilities at Camp Pendleton. The use of all training facilities (e.g., ranges, maneuver areas, MOUT facility, combat towns, swimming tanks, rappel towers, gas chambers, air space, drop zones, etc.) is regulated by reference (d). Specific information and regulations concerning each facility can be provided by the RSU (S-3). Reserve units must submit all requests for the use of all training facilities to the RSU. Reserve units are not authorized to request training facilities directly from any MCBCP or FMF commands.

5. Training Facility Maintenance and Police. Reserve unit commanders have the responsibility for the maintenance and police of all training facilities. The entire training area utilized must be policed daily and prior to departure. Trash will not be buried. All refuse and expended brass must be removed and properly disposed. Chemical toilets must be utilized in all areas where permanent head facilities are not available. No trees or shrubs will be purposely damaged or destroyed. Activities that adversely affect the environment are not permitted. Additional information regarding environmental regulations and guidance is discussed in paragraphs 11 and 12.

6. Live Fire Exercises. There must be a Range Safety Officer (RSO) in charge of all live firing. The RSO will ensure that all firing will commence and cease within the time frame scheduled, and that all safety regulations (e.g., corpsman or medic, safety vehicle, and radio communications with Longrifle) are followed. The specific duties and responsibilities of an RSO will be provided during RSO certification

class conducted at MCBCP. Matters concerning ammunition, armorer and EOD personnel, corpsmen, range guards, safety equipment required for specific ranges, and environmental regulations will be covered in detail.

7. Schools/Special Instruction. If special instruction and/or training (e.g. MOUT instructors, driver/operator training, or OJT) is needed, the reserve unit should first coordinate with the host unit. If the requirements cannot be met by the host unit, the reserve unit should then identify the training need to the RSU (S-3) for further possible action.

8. Air Requests. Requests for aircraft will normally be made through the chain of command to CG, MARFORRES (CG, 4th MAW). Requests for Tactical Air Space (TAS) must be submitted on the RSA to the RSU (S-3). Special requests for aircraft and air space must be made to the RSU (S-3) NLT 75 days prior to the training date. The form for requesting TAS is included in the RSA.

9. Communication Frequencies. All requests for communication frequencies must be made to the AC/S, Communications and

Information Systems (CIS) via the RSU (S-3) NLT 60 days prior to commencement of training.

10. Environmental Considerations. MCBCP is the home to many endangered species, wetlands, and sensitive habitat which are protected by federal law. To successfully realize all training objectives, it is essential to consider environmental concerns while planning training operations and exercises. All users of ranges, training areas and facilities are responsible for receiving the environmental brief prior to training, and therefore, knowing and adhering to all applicable environmental laws and regulations. These laws and regulations include, but are not limited to, the current Fire Danger Rating (FDR) and restrictions associated with the environmentally sensitive areas. These restrictions are identified on both the MCBCP Special Training Map and the most current Environmental/Natural Resource Geographic Information Systems (GIS) Data Map. The GIS map may be obtained through the MCBCP AC/S, Environmental Security.

11. Environmental Procedures. Provided Marine Expeditionary Units (MEU) and smaller sized units use training areas, facilities, ranges, roads, trails, and fire breaks consistent with reference (d), and strictly adhere to the environmental restrictions associated with each area, submission of environmental documentation is not required. Exercise commanders must coordinate with the AC/S, Environmental Security to determine the level of environmental documentation required for exercises larger than a MEU in scale, and when environmental restrictions conflict with training requirements, and for changes in range or training operations (e.g., significant changes in weaponry, operating hours, lighting, or orientation).

a. All exercises that cannot meet the environmental requirements of reference (d) must, as a minimum, complete and submit enclosure (7) to the AC/S, Environmental Security, via the RSU (S-3).

b. Commanders are responsible to inform their subordinates of the environmental requirements aboard MCBCP, including areas that are off limits for training, to preclude personal civil and criminal liability which may be imposed on military and civilian personnel for violation of any federal, state or local environmental laws.
