1 Terms of Reference for Activity

1.1 Subject of the activity

In depth training of at least 50 inspectors on food establishments in the framework of the upgrading strategy

1.2 Purpose of the Mission

The purpose of the mission is to conduct the second training of Special Inspectors on food establishments (meat) in the framework of the upgrading strategy

1.3 Results of the Mission

20 special inspectors trained in the framework of the upgrading strategy.

1.5 Background of the Project

The overall objectives of the project are:

  • to improve the structure and hygienic way of working in meat and milk establishments;
  • to set up a management system to safely handle and process animal by-products;
  • to improve the knowledge and practical skills of the competent authorities, FBOs and ABP operators.

The project consists of four components:

1. Strategy development on upgrading of food establishments (meat and milk) and animal by-product management

2. The upgrading of meat and milk establishments

3. To improve the handling of Animal By-Products

4. Awareness Building

1.6 Background information of the activity

Checklists and procedure for the assessment, categorisation and upgrading have been drafted by BC and have been evaluated through discussion and on-the-spot training followed by a theoretical evaluation and training in previous missions under activity 2.2/ 2.4.

Activity 2.5 includes 16 missions that should be used for training at least 50 inspectors on food establishments in the framework of the upgrading strategy to ensure that the inspectors are able to assess and categorise establishments according to the procedures on upgrading and to ensure a uniform approach during the upgrading process.

Each Inspector from the special inspection team will participate in 2 trainings in either upgrading of meat or in milk establishment according to the Inspectors specialization. Only the inspectors that will be specialized in both milk and meat inspections will participate in 3-4 trainings, i.e. both meat and milk trainings. Document for preparation of mission:

  • Mission reports No. 35, 36, 39 and 42 including Training plan, PPT, checklists, procedures and pictures as examples on structural problems
  • Draft National Programme for the upgrading of establishments dealing with food of animal origin

1.7 Type of Short Term Expert

Senior STE with management experience in the areas to be addressed by this activity.

1.8 Used Method

2 trainings each lasting 2 days and with 10 inspectors will be conducted. The training will be a mixture of theoretical training and practical training on assessment of structural conditions and categorisation of establishments as simulation exercises in a meat establishment, see the agenda below.

1.9 Logistics and Local Arrangements

Arrangements will be made for Experts to be picked up in the airport by the Taxi driver Zoran Ristic +381 (0) 64 111 00 83.

Accommodation will be arranged at Hotel Adresa, Bulevar Mihaila Pupina 10 Z Belgrade 11000, Serbien +381 11 311 00 19 according to the STE’s wish.
