152.4.0CHAIRMAN’S OPENING REMARKS

The Protem Chairman welcomed members of the Board to the

152nd meeting. He informed members that the Provost had

directed him to chair the meeting and other activities of the College until he returned from the holy pilgrimage at the Kingdom of Saudi Arabia.

He thanked members for the well coordinated academic activities and the cooperation given to him since his assumption of office as Deputy Provost. He urged members to ensure the sustainance of academic excellence forwhich the College is known besides being the pioneer College of Education in the Country. He further alluded to President Muhammad Buhari’sstatement when he assumed

duty as the Head of States in 1983that, “Nigeria is our country and we have no other nation than Nigeria. Let us stay and salvage it together”, to remind members that all hands should be on deck with a view to giving maximum contributions towards the development of the College.

He informed members that the College had promoted some Principal Lecturers to the rank of Chief Lecturers making them automatic members of the Academic Board.

He introduced the newly promoted Chief Lecturers and appointed Heads of Departments for recognition as follows:

The Protem Chairman on behalf of the Board formally welcomed the

new members of the Board (Chief Lecturers and appointed Heads

of Departments).He congratulated them for their feat and implored them to be image makers and to always give academic leadership.

He advised the new members of the Board to acquaint themselves

with the operational guidelines of the Board, College Conditions of Service, Schemes of Service, Extant Rules/Circulars and others

adding that they should always guide the junior colleagues and

ensure their mentorship. He also advised them to be teaching their

students and passing all relevant circulars/information to the concerned members of staff in their respective departments.

He further read to members a goodwill message sent by Provost from the holy land (Saudi Arabia). In the message the Provost congratulated the newly appointed Heads of Departments/Coordinator (Guidance & Counselling, Arabic and NCE’cc and the recently promoted Chief Lecturers on their appointment based on their hard-work and the confidence reposed

in them. He also thanked the Deputy Provost for his hard-working towards handling the affairs of the College in his absence.

The Provost further thanked all members for their useful ideas and supporttowards the success of his academic leadership.

He assured members of his resolve towards the payment of their entitlements and privilegesupon their marking the students’scripts in good time as provided for in the NCCE Minimum Standards.

He enjoined Deans, Heads of Departments and Chief Lecturers not to allow the junior lecturers to destroy teaching and learning noting

that if such was allowed it would lead to the production of half-

baked products. It was however observed that during the payment

of first semester NCE’pp teaching allowance, for the 2016/2017 academic session, some younger staff participating were paid outrageous amounts for teaching fifteen (15) courses which was impossible for effective teaching and learning.

The Protem Chairman reiterated that Deans, Heads of

Departments and Chief Lecturers should fight this menace to

ensure that standard wasmaintained in the teaching and learning process. He assured members of the support of Management at ensuring quality.

In another development, a member suggested that Heads of Department should considerlecturers with integrity for teaching in the NCE’ppProgramme. Also, Lecturers who had not reached a minimum of five (5) years in the service should not be allowed to teach other courses outside those assigned to them in the regular programmecourses. Likewise, the appointment of Sub-

Coordinators should be from the rank of Lecturer I.

Responding to the above suggestions, the Protem Chairman stated that a Committee for the restructuring of NCE Part-Time had been

set up with a view to addressing all the grey areas and would soon forward recommendations to Management for consideration.

A member also informed the Board that a Committee of investigation

on NCE Part-Time hadearlier been set up by the Management and

had submitted its recommendations. He advised the current Committee on the restructuring of NCE’pp to consider the recommendations already submitted.

He directed the Chairman, of the former Committee, (Dr. B. C.

Duruh) to submit a copy of the report to the Deputy Provost who was also the Chairman of the Restructuring Committee on NCE Part-Time Programme for consideration of its recommendations.

Another member observed that there were inadequate seatsfor members during the meeting and the hall was too congested. He appealed that a befitting hall that would accommodate all the members of the Board during meeting be provided.

The Protem Chairman noted the situation and informed members that necessary steps would be taken towards redressing the problem by providing a more befitting hall.

152.5.0CONSIDERATION OF MINUTES OF 151ST MEETING OF THE ACADEMIC HELD ON 15TH JUNE, 2017

The minutes of 151st meeting of the Board were considered and the following corrections were effected:

  1. Page 3, Line 17, the initial of Dr. should be added.
  2. Page 3, Line 23, the accronony of SWIES should be corrected to read SIWES
  3. Page 9, Line 9, the word discussion should be changed to read discuss.
  4. Page 10, Line 2, the phrase it should be added after the word present

152.6.0ADOPTION OF THE MINUTES

Dr. P. A. Matemilola proposed a motion for the adoption of the minutes as corrected. Dr. (Mrs.) M. A. Ajibola seconded the motion.

152.7.0MATTERS ARISING

a)Page 7, Minutes 151.7.0(i) – Charges on Educational Trips

The Chairman Committee of Deans reported that the affected departments were asked to submit detailed reports to the Provost for consideration and approval on the charges before embarking on any Educational trips.

b)Page 8, Minutes 151.7.0(ii) – Mock Accreditation

The Director, Quality Assurance reported that the Quality Assurance Committee was working on the timetable for another round of Mock Accreditation.

The Board noted the situation and re-directed the Director, Quality Assurance to fix a date after a meeting of the Committee for the final round of Mock Accreditation and inform the affected three (3) departments (Educational Foundation, Curriculum & Instruction and Educational Psychology) that had interim status.

c)Page 8, Minutes 151.7.0(iii) – Final NCE Project Supervision

The Chairman, Final NCE Project Supervision Committee presented a periodic report on the committee’s activities to the Board as follows:

i.that the Committee during its sittings adopted and conducted two separate interview guide randomly – administered to the students and lecturers with a view to obtaining information on the situations on ground as it related to the subject matter which led to the Committee’s findings/observations and recommendations.

ii.Findings and observations on the conduct of Final NCE Project writing and supervision in the College.

The Committee came up with the following findings and observations:

1.Students contracted projects to be written for them.

2.Students were grouped into four (4) and allocated project topics to write on, by their coordinators.

3.the NCCE Minimum Standards provisions on project writing was not strictly followed.

4.Departments with fewer numbers of students assigned individual project topics to their students especially in the school of Voc.Tech. Education.

5.Studentswere allowed to submit topics from their areas of interests before they were harmonized and approved for them.

6.Some students do not want to write projects on their major combinations rather, they prefer to write on General Education especially science students because of the likelihood to finish on time.

7.All categories of lecturers were involved in project supervision(from Assistant lecturers to chief lecturers)

8.No proper and standard records of students’ attendance were kept by the supervisors.

9.Studentsdo not have full knowledge of project writing (i.e. Research methods)

10.Some students do not see their supervisors as a group

11.Some supervisors were not detailedin their comments on students’ write-ups after the corrections.

12.Some supervisors were collecting the final NCE projects from chapter one to five before assessing them.

13.There were cases of unnecessary interference by some staffduring the supervisory process.

14.The rate of contact between students and some supervisors was not adequate enough for meaningful supervision.

15.There was no Standard time frame as to when to start and complete project writing and supervision in the College.

iii.Recommended criteria for Ensuring Effective and Quality Project Writing and Supervision in the College.

In the light of the foregoing findings and observations on project writing by the final NCE students, theCommittee recommended the following criteria:

1.Department should conduct departmental seminar on project writing for their students.

2.Supervisors should take attendance of students when interacting with them. (Find attached a copy of proposed attendance format).

3.Supervisors should direct students to attach their corrected manuscripts with the new ones before submitting.

4.Supervisors should not assess project submissions wholesomely i.e. chapter I to five (5).

5.Supervisors should insist on interacting with students as a group and not individually or just a few of them for purposes of participation.

6.Supervisors should make periodic reports to the committee through their Heads of departments and attach photocopies of the attendance sheets duly signed

7.Supervisors should submit their names, phone numbers and names of their students and their phone numbers to the committee through their Heads of departments.

8.Supervisors should stick to the time frame given to them on project writing and supervision

9.Students should not change topics already approved for them without the knowledge of the Final Project Monitoring Committee

10. Staff should not interferein project writing and Supervision processes.

11.Chief lecturers, Principal lecturers and other senior experienced academic staff should be mentoring the fresh/inexperienced lecturers.

12. There should be standard timetable in the College to guide supervisors and students on project writing and supervision (find attached a proposed timetable).

13.There should be strict adherence to the provisions of the NCCE Minimum Standards on project writing and supervision.

14.Students who do not participate fully in project writing should not have result and a report should be written on them by their supervisors to the committee through their Heads of departments.

15.Supervisors should write report to the committee through their Heads of departments on students who delay to submit their bound project copies.

16.Students should write to the committee through their Heads of departments on any case of extortion, harassment or unnecessary delay from their supervisors.

17.There should be a minimum of eight (8) effective supervision contact/ interaction between supervisors and students within the project writing period.

iv.Prayers:

The committee prayed the Board to:

1.Consider and note the observations on the situation on ground on project writing and supervision in the College.

2.Consider and approve the criteria recommended for improving project writing and supervision in the College.

3.Consider and approve a proposed timetable for project writing and supervision in the College.

4.Consider and approve a proposed attendance format for project writing and supervision in the College.

The Protem Chairman invited members to deliberate on the report as follows:

Resolutions

The Registrar informed members of the non conforming nature of students on project writing as rightly found by the Committee on Final NCE Project Monitoring. He emphasized that all the required procedures must be followed in line with the Provision ofMCCE Minimum Standard.

The Registrar further drew the attention of the Board to the wrong application of name as Project Monitoring Committee (Educ. 323) to Project Coordinating Committee as provided for in the NCCE Minimum Standards.

The Board considered and approved the above change to read Project Coordinating Committee forthwith.
