Provisions of the National Board of Housing, Building and Planning amending the Board’s construction regulations (Provisions and General Guidance) / Publishedxxxxxxxxx
adopted by the Administration of the National Board of Housing, Building and Planning on xxxx with the consent of the government in accordance with Section 27.4 of the Works Order (1995:1322).
The procedure for the provision of information in accordance with the Order (1994:2029) on technical rules has been implemented[1].
Pursuant to Section 19 of the planning and building Regulation (1987:383) and Section 18 of the Order (1994:1215) on technical property-related requirements in construction works, The National Board of Housing, Building and Planning decrees with regard to the Board’s construction regulations (BFS 1993:58)[2]
- that the designation "BBK 94" shall be replaced by "BBK"
- that the words "part of a construction" shall be replaced by "part of a construction work" in table a of section 5:22 and in section 6:322,
- that "2:321" shall be replaced by "2:322" and "2:322" shall be replaced by "2:323" in chapters 4, 6, 8 and 10,
- that a new sub-heading with the designation 2:311 shall be inserted directly after heading 2:31 and the current designation 2:311 and 2:312 of the Board's provisions (BFS 1993:58 with amendments up to and including BFS 2002:xx) shall be designated as 2:312 and 2:313 respectively,
- that the new sections 2:311-2:312 shall have the following wording,
- that the section nearest to the main heading in section 7, sections 1:2-1:5, 2:112- 2:115, 2:121-2:123, 2:13, 2:21, 2:3 - 2:313, 2:62, 2:621, 2:63, 3:1, 3:2, 3:41, 3:431, 3:5, 3:6, 5:3121, 5:62, 6:3123, 6:611, 7:11, 7:12, 7:2, 7:21, 7:22, 7:221-7:223, 7:231, 7:232, 7:25, 7:311, 7:312, 7:3121, 7:3124, 7:3125, 7:3128, 7:32, 7:34, 7:41, 7.43, 7:5, 7:51, 7:52, 7:53-7.56 and the heading of section 2:31 shall have the following wording,
- that a new section 3:9 shall be introduced with the following wording,
- that an example G shall be added to the Guidance in 2:115 with the following wording.
Transitional provisions[3]
The National Board of Housing, Building and Planning’s building regulations (BFS 1993:57) BBR 94, and The National Board of Housing, Building and Planning’s construction regulations (BFS 1993:58), BKR 94, entered into force on 1 January 1994, at which time the National Board of Housing, Building and Planning’s new building regulations (BFS 1988:18 with amendments 1990:28, 1991:38 and 1993:21) are repealed.
Older regulations shall, however, apply to works requiring a permit in cases where the application for permission was made before 1 January 1994 and the case was determined by the municipality before 1 July 1995 as well as to works which do not require a permit and were begun before 1 January 1994.
If requested by the applicant, older regulations shall apply in cases where the application was made before 1 January 1995 and the case was determined by the municipality before 1 July 1995. In such cases, the new regulations in section 1:4 and 1:5 of BBR 94 and BKR 94 shall apply.

This regulation[4] entered into force on 1 January 1995. Older regulations may still be applied in cases determined by the municipality before 1 July 1995.

This regulation[5] entered into force on 1 January 1999. Older provisions shall, however, apply to works requiring a building notice for which the building notice was submitted before 1 January 1999, and for works not requiring a building notice which were started before 1 January 1999.

This regulation[6] entered into force on 1 May 2002.

This regulation[7] shall enter into force on 1 March 2003. Older provisions may, however, apply to works requiring a building notice for which the building notice was submitted before 1 June 2003, and for works not requiring a building notice which were started before 1 June 2003.

1 Introduction / BFS 200x:xx1:1 General
This statute contains regulations and General Guidance concerning load capacity, stability and durability of load-bearing structures etc. The statute contain rules for the Planning and Construction Act (1987:10), PBL, the law concerning technical property-related requirements in construction works (1994:87), etc. BVL and the Order (1994:1215) on technical property-related requirements in construction works etc., BVF.
Guidance: Further regulations and General Guidance with respect to properties of building parts can be found in The National Board of Housing, Building and Planning's Building Regulations (BFS1993:57), BBR. (BFS 1998:39)
Further provisions for type approval etc. can be found in The National Board of Housing, Building and Planning's regulations and General Guidance on type approval and in-production inspection (BFS 1995:6).
1:2 The regulations
The regulations shall apply
- when a building is erected,
- when a building is extended by extensions being built,
- when a building is modified by additional building parts,
- to site and demolition works and
- to excavations carried out prior to building
Relevant parts of the Regulations also apply correspondingly to the erection, extension and alteration of construction works other than buildings, whose load capacity, stability and durability are of significance with regard to human health and safety in that deficiencies in these properties would result in a risk of serious injury.
The regulations do not apply to rock tunnels and chambers in rock.

1 Introduction / BFS 200x:xxGuidance: Section 14 paragraph 2 of the BVF states that when applying the requirements to an extension, account shall be taken of the extent of the alteration and the circumstances of the building.
It follows from Section 18 of the BVF that other authorities may also be entitled to issue regulations concerning the construction of buildings etc (BFS 1995:18)(last part of the Guidance deleted)
If there are particular reasons and the building development is considered to be otherwise technically satisfactory, and there is no significant inconvenience from any other point of view, the Building Committee may in individual cases allow minor deviations from the regulations in this statute. 1:3 General Guidance
The general guidance contains general recommendations on the application of the regulations in this statute and the main regulations and states how the developer can or should act to comply with the regulations The developer is, however, free to select other solutions and methods if these comply with the requirements of the regulations.
The general guidance may also contain certain explanatory or editorial information.
The general guidance is given under the heading Guidance and is printed in smaller indented type adjacent to the regulation it refers to.
1:4 Building products with certified properties
In this Statute, building products with certified properties mean products which have been manufactured to form a permanent part of the construction works and which are either

1 Introduction / BFS 200x:xxa) type approved and/or quality controlled in accordance with the provisions of BVL Section 18-20,
b) have been shown to meet the requirements of BVL Section 4 , 5 and 6 (CE marked products)
c) have been product certified by a certifying body which is accredited for the purpose and for the product in question in accordance with Section 14 of the law (1992:1119) on technical inspections
or
d) have been manufactured in a factory whose production and process inspection and the effect thereof on the building products concerned are continuously monitored, assessed and approved by a certifying body accredited for the purpose and for the product in question in accordance with Section 14 of the law (1992:1119) on technical inspection. The product shall be accompanied by a declaration of conformity prepared by the manufacturer referring to the specification applicable to the building product, which may be a standard or thorough production documentation.
To be accepted as a building product with certified properties, the verification using alternatives c) and d) above shall be of such an extent and quality to ensure that the specified material and product properties are complied with.
Guidance: The standard of the system for authentication of conformity should correspond to at least that determined for CE marking of the same or similar products.
The production inspection in the factory should comply with the guidelines of the European Commission guideline document B on Factory Production Inspection.
If the product specification does not include inspection instructions, the rules in BKR pertaining to inspection should be used for guidance when preparing and assessing inspection routines.
When the manufacturer has a certified quality system, this may be taken into account when preparing inspection routines.
In the case of authentication in accordance with option c) and d) above, authentication prepared by a body from another country within the EEA may be accepted, if the body

1 Introduction / BFS 200x:xx1 is accredited for the purpose in accordance with the requirements of EN 45011 by an accrediting body which complies with and applies EN 45010-2,
2 offers corresponding guarantees by other means in matters of technical and professional competence and guarantees of independence
or
3 elects to carry out such tasks in accordance with the procedure set out in Article 16 of the Council Directive of 21 December 1988 regarding approximation of Member States' laws and other regulations concerning building products (89/106/EEC).
When a harmonised standard or a guideline for European technical approval for the product concerned has been published, only authentication in accordance with option b) is valid. If the standard or guidelines contain a transition period which has been confirmed and published in the Official Journal of the European Community or The National Board of Housing, Building and Planning's series of statutes, BFS, TEK, authentication other than in accordance with alternative b) shall be valid as set out therein.
When this regulation refers to General Guidance or handbooks in which the term type approved or quality controlled material and products are used, this shall be replaced by the term building products with certified properties in accordance with section 1:4 of BFS 2003:X.
1:5 European standards
European standards or European pre-standards converted into Swedish standards (SS-EN or SS-ENV) and which state methods of verifying the load capacity, stability and durability of construction works may be used as an alternative or complementary to the requirements of this statute. In cases where SS-EN standards require national choices, these will be issued in particular provisions by The National Board of Housing, Building and Planning series of regulations, EBS (Working title: "Rules for adaptation to Swedish conditions of European calculation standards applicable to load capacity, stability and durability").
Particular provisions for the application of SS Standards as described in the first paragraph can be found in The National Board of Housing, Building and Planning series of regulations BFS/NAD.
If particular provisions for SS-EN or SS-ENV have been issued, these be taken account of. The particular provisions apply even when this regulation refers to such European standards or pre-standards which have been converted into Swedish Standards.
When designing an individual part of a construction work or parts of construction works which act together, either these regulations or SS-EN or SS-ENV standards shall be applied throughout.
Guidance: This means for example that:
- design of a floor beam unit for bending, shear etc. or
- checks for overall stability
may be carried out either fully in accordance with these regulations or fully in accordance with SS-EN or fully in accordance with SS-ENV.
When designing in accordance with SS-EN or SS-ENV with respective associated particular provisions, the conditions set out therein shall be complied with, for example those regarding construction and relationships with other standards.
Guidance: This also means that if an SS-EN refers to another SS-EN, the SS-ENV versions of corresponding the standard cannot be used.

2 General rules for load-bearing structures / BFS 200x:xx------
2:112 Overturning, lifting and sliding
Construction works and their parts shall be formed and designed with adequate safety against overturning, lifting and sliding.
2:113 Accident loadings and progressive collapse
Construction works shall be designed to minimise the risk of progressive collapse. This may be by being laid out and designed either to withstand accident loadings or so that the initial damage is restricted. The damage may not result in progressive collapse or major damage to other parts of the structure works than the initial area of damage and the immediate area around .
Particular actions need not be taken for construction works to which the risk of serious accidents by progressive collapse is small or for construction works which are so small that the initial damage would result in total destruction.

Guidance: The requirement for accident loadings and progressive collapse normal apply only to parts of construction works in safety class 3. See The National Board of Housing, Building and Planning manual Vibrations, deformation and accident loadings.
A stairwell which forms the only escape route from a building shall in all cases be designed for accident loadings.
2:114 Safety factors
The safety factor, , defined in accordance with ISO 2394-1998, General Principles on the reliability for Structures, for parts of construction works shall be
3.7 for safety class 1,
4.3 for safety class 2,
4.8 for safety class 3. (BFS 1998:39)
When designing for accident loadings and the risk of progressive collapse, the safety factor shall be no less than 3.1 or 2.3 respectively.
Guidance: The values stated assume a reference period of 1 year.
The stated partial coefficients for the ultimate stress case have been calculated taking account of the above values and based on calibration in accordance with NKB report 55, Guidelines for loading and safety parameters for load-bearing structures, 1987.(BFS 1998:39)
If a statistical method is used, the rules for partial coefficients shall be used for guidance.
2:115[9] Safety class
With regard to the extent of injury expected to arise due to the collapse of a part of a construction work, it shall be assigned one of the following safety classes:
