2. JOB PURPOSE:

The job purpose of Managing Director, LWMC is to manage the company affairs and Solid Waste Management in specific; whilst maintaining the standards and levels set by the Board of Directors of the company.
Managing Director works toward charting the blue print of policies and implementthem for the improvement of the company. He would act as a head of the company scrutinizing, assessing and monitoring various departments. The heads of all departments report to him and he report to Board of Directors (BOD) about the company’s performance.
Managing Director also ensures that the work culture and working environment in the office/company is conducive to promote positive work environment. He also represent the company’s vision and mission statement. He will regulate, modify and implement changes that are aimed to boost employee efficiency and productivity of the firm. Managing Director is also to encourage employees by providing them better growth opportunities.

4. JOB DESCRIPTION:

  • Responsible for coordination among different tiers of Government, district government, LG&CD department, Chief minister secretariat etc.
  • Leading the executive/ senior management of the company including hiring andfiring of staff upto Senior Manager cadre.
  • To have primary planning responsibility for all activities within LWMC. Incorporate all subsidiary plans into a strategic plan and arrange its approval by the Board of Directors.
  • To assist the Board of Directors in complying with their role under corporate governance and lead their thinking in terms of policy is making and long range fiscal planning.
  • Constantly review and advice all employees to adhere to organizational goals whilst improving communications skills, observing office professional mannerism and improving the quality of deliverables by adhering to defined quality standards.
  • To establish proper business plan and procedures, adequate safeguards to see that all financial and other business transactions are carried out in a professional and efficient manner.
  • Establish the required coordination levels and monitoring mechanism for efficient collection of the wastes brought to the Solid Waste collection and disposal points.
  • To work closely with the Board of Directors and to keep its members informed of key management and fiscal decisions.
  • To be responsible for finance and all LWMC business working with and through the GM Operations, GM HR & Admin and Chief Financial Officer (CFO).
  • To safeguard LWMC assets with responsibility for maintenance, improvement, and also prudent investment for funds.
  • Act as impetus for innovative and viable solutions to address and improve SWM issues in Lahore.
  • To be responsible for formulation and implementation of SWM bye laws and Act respectively.
  • To regularly apprise BOD about LWMC activities and progress.
  • Responsible to plan and implement policies of cost recovery for SWM services by devising a recycling policy and revenue generation plan to attain maximum financial sustainability.
  • Ensure proper recording of minutes of BOD’S meetings and their compliance.

6. QUALIFICATIONS, EXPERIENCE, & SKILLS:
Candidate must possess a postgraduate degree (16 years of education) from a well-reputed institute in Environmental Engineering/ Environmental Sciences/ Environmental Management/ Social Sciences/Master of Business Administration or equivalent. Preferably from a foreign university.
He must possess demonstrated experience of not less than fifteen years in General Administration / Operations Management progressivelyat senior level in well-reputed and well know private/public organizations.
Required Skills, competence and capability :
  • He must have the necessary skills, experience, ability and commitment to carry out the role efficiently and effectively.
  • He must possess personal qualities such as honesty, integrity, diligence, independence of mind and fairness, and has the ability to represent a cohesive vision and strategy to all.
  • He must be capable to manage his debts or financial affairs prudently.

  • Candidate is or has been subject to any adverse findings or any settlement in civil/criminal proceedings particularly with regard to investments, formation or management of a company or body corporate,
  • or the commission of financial business misconduct, fraud, financial crime, default in payment of taxes or statutory dues, etc.;
  • Candidate is or has been removed/dismissed in the capacity of an employee, director/chairman or from a position of trust, fiduciary appointment or similar position because of issues arising on account of
  • his misconduct;
  • Candidate is or has, directly or indirectly, i.e. through his spouse or minor children, been engaged in any business which is of the same nature as and directly competes with the business carried on by the company of which he is the chief executive or by a subsidiary of such company;
  • Candidate has contravened any of the requirements and standards of a regulatory body, professional body, government or its agencies;
  • Candidate, or any business in which he has a controlling interest or exercises significant influence, has been disciplined, suspended or reprimanded by a regulatory or professional body, a court or tribunal,
  • whether publicly or privately;
  • Candidate has been engaged in any business practices which are deceitful, oppressive or otherwise improper (whether unlawful or not), or which otherwise reflect discredit on his professional conduct;
  • Candidate has been associated as a partner or director with a company, partnership or other business association that has been refused registration, authorization, membership or a license to conduct any trade, business or profession, or has had that registration, authorization, membership or license revoked, withdrawn or terminated;
  • Candidate has been a director, partner or chief executive of any company, partnership or other business association which is being or has been wound up by a court or other authority competent to do so within
  • or outside Pakistan, or of any licensed institution, the license of which has been revoked under any law;
  • Candidate is free from any business or other relationship which could materially pose a conflict of interest or interfere with the exercise of his judgment when acting in the capacity of a director or chief executive or member of a governing body which would be disadvantageous to the interest of the public sector company.
  • Candidate should be Pakistani and should not have dual nationality.
