October 9, 2014

1.Call to Order and Pledge of Allegiance

Mayor Bob Martinocalled to order themeeting of the Town Council of the Town of Hideout at 3:30 p.m. on October 9, 2014 at 10860 North Hideout Trail, Hideout, Utah and led the Pledge of Allegiance.

2.Roll Call

Mayor Martino conducted a roll call. The following Council Members were present:

Absent: Jim Wahl

Also attending: Town Clerk - Lynette Hallam, Cindy Dora, Tim Dora and Kevin Hughes

3.Minutes - Consideration and Approval of Minutes for Regular Meeting of August 14, 2014; Special Meeting of August 22, 2014 and Regular Meeting of September 11, 2014

Council Member Dean Heavrin motioned to approve the minutes as presented for meetings held August 14, 2014, August 22, 2014 and September 11, 2014. Council Member Steve McMahon seconded the motion. The motion passed unanimously with affirmative votes from Councilors Egerton, Martino, McMahon and Heavrin.

4. Adjourn to Meet as Local Building Authority

Councilor Heavrin made the motion to adjourn as the Town Council and meet as the Local Building Authority. Councilor McMahon seconded the motion. Councilors Heavrin, McMahon, Martino and Egerton voted in favor for a unanimous vote.

5.Reconvene as Town Council

The Town Council reconvened.

6.Information Item – Review and Discuss Open Meeting Regulations as Required by State Statute

David Church was unable to attend and present concerning the Open Meeting regulations; if necessary, it could be arranged for him to come in the future. In the meantime, Mr. Church sent some materials to review which will satisfy the statutory requirementand all members of the council received a copy.

The mayor commented he had learned that meeting in a social setting does not constitute a public meeting.

Council Member Doug Egerton asked about electronic meetings and what participation is considered under that designation. Councilor Egerton commented that it may be advantageous at some future time set up the capability of attending by Skype. Mayor Martino indicated that an ordinance had been passed to allow electronic participation which would allow participation by telephone.

The mayor mentioned that Council Member Heavrin has been advocating becoming more paperless by getting a projector and screen to use in meetings.

Mayor Martino asked the clerk to try to get David Church to come to a meeting in the next couple months to talk to the Council.

All the Council Members present signed the pamphlet to indicate they had read and discussed the Open Meetings Act.

7.Consideration & Approval of Bills to be Paid – Approval of payment of September bills

Councilor Steve McMahon asked about the Erichsen Engineering bill. The mayor indicated that those fees were collected in the building permit fee and were not an actual expense to the Town.

Council Member Martino informed the Council that there had been two books that had not been returned, so the payment to the bookmobile includes the payment for the books.

Council Member Steve McMahon made the motion to approve payment of September bills as presented. Council Member Doug Egerton seconded the motion. Motion passed unanimously with affirmative votes from Councilors Heavrin, McMahon, Martino and Egerton.

6.Review Financial Statements, If Needed

Councilor Egerton asked if the financial reports were published for the public. Mayor Martino indicated that the budget and yearly financial report were published on the State website

7.Public Input

There was no public input.

10.Adjournment

Council MemberMartinomade the motion to adjourn the Hideout Town Council Meeting. Council MemberEgertonseconded the motion.The motion passed unanimously.

The meeting adjourned at 3:45 p.m.
