1) CALL CITY COUNCIL MEETING TO ORDER
Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll. Those in attendance were Council Members Lloyd Meacham, John Plant, Mark Reidhead, Secretaries Kaelyn Meyers and Anissa McDonald.
Council Member Tom Nordstrom was excused from this meeting.
Prayer – Mark Reidhead
Pledge of Allegiance – Was said by all in attendance.
Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern.
2) ELECTION TIE RESULTS – Clark Allred
Because there was a tie during the elections, Mayor Bob Abercrombie, Attorney Clark Allred along with candidates Nile Mathisen and John Owen agreed to a best 2 out of 3-coin toss to see who would be our next Council Member.
Nile Mathisen was the winner and our new Council Member starting January 2018.
3) ELECTION CANVAS –
Motion made by Council Member Mark Reidhead to accept the results of the Ballard City Canvas, 2nd by Council Member Lloyd Meacham. All in favor.

4) MEMORANDOM OF AGREEMENT – Duchesne County Water Conservancy District
Mayor Bob Abercrombie and Council Members discussed some minor changes that need to be made on the agreement, and that once the changes have been made, the agreement will be signed.
5) NEIGHBORHOOD WATCH PROGRAM – Mayor Abercrombie
Mayor Bob Abercrombie asked those in attendance and Council Members to support the neighborhood watch program, and asked Secretaries to mail fliers to residents letting them know of the day and time of the next neighborhood watch meeting. Sheriff Vance Norton said that neighborhood watch programs have been successful in other areas.
6) ROAD STRIPING – Mayor Abercrombie
Eric Major from Jones & DeMille Engineering said that he had arranged striping at stop light on 1500 E. and Hwy 40 at a lower price. This was completed earlier than planned.
7) ROAD PRESERVATION – Mayor Abercrombie
Chip Seal -- Mayor Bob Abercrombie said that he has talked to Uintah County Commissioners and they have stated that the Transportation Special Service District is not accepting any projects for 2018 which puts the burden of chip sealing on Ballard City. A discussion was held about going to CIB. Eric Major stated that the project wouldn’t have to be done all at once, that some could be done each year.
Hwy 40 Right-of-way -- Mayor Bob Abercrombie asked Eric Major to look into how the weeds on highway 40 can be taken care of in UDOTs right of way. It has been quite a while since UDOT has taken care of them.
8) PUBLIC INPUT –
Uintah County Sheriff Vance Norton gave an update on some theft cases in Ballard.
9) WATER BOARD UPDATE – Tom Nordstrom
In Council Member Tom Nordstrom’s absence, Council Member Mark Reidhead gave Water Board update.
10) OFFICE / PROJECTS REPORT –
No office projects to report on.
11) REVIEW AND CORRECT MINUTES --

Motion made by Council Member John Plant to accept the minutes of November 7, 2017 as written, 2nd by Council Member Mark Reidhead. All in favor.

12) FOLLOW-UP ON PAST MINUTES
§ Ballard Truck Route -- Council Member John Plant asked if there has been any info received on the truck route from Clark Allred. Mayor Bob Abercrombie suggests that we schedule a work meeting to discuss the truck route in detail.
§ Office Exit Door -- Council Member John Plant asked when construction will start on the new exit door in the office. Mayor Bob Abercrombie said that at this point it’s probably too cold, that it may need to wait until spring. Council Member Lloyd Meacham said that right now it’s still warm enough that it can be done. Mayor Bob Abercrombie said that he will talk to Earl Unruh next week when he gets back from vacation.
13) MAYOR’S REPORT –
Mayor Bob Abercrombie said that he attended a UBAG meeting where they stated UBAOG is looking for volunteers to help residents file their taxes in 2018.
14) COUNCIL REPORTS –
Council Member Lloyd Meacham – Nothing to report on.
Council Member John Plant – G&S electric will be in the week after thanksgiving to install cameras and update the system.
Council Member Mark Reidhead – Nothing to report on.
15) FINANCES: Checks, Statements, Reports and Budget
Checks and finances were gone over and approved.
16) ADJOURN COUNCIL MEETING
Motion made by Council Member Lloyd Meacham to adjourn meeting at 8:50 p.m., 2nd by Council Member John Plant. All in favor.
