Autonomous Regulations for Venue Usage Management of the Cultural Affairs Bureau, Chiayi City

1. In order to proclaim social education, to reinforce cultural construction, and to explore the venue usage functions of the Cultural Affairs Bureau (abbreviated as the Cultural Affairs Bureau), Chiayi city government particularly sets up the autonomous regulations.

2. The superior institution of the autonomous regulations is the Cultural Affairs Bureau of Chiayi City.

3. The venue addressed in the autonomous regulations includes: music hall, lecture hall, conference room, outdoor square, study classroom, square, as well as other operating venue at the Cultural Affairs Bureau.

4. In addition to organizing all kinds of social & cultural and art activities at the venue of the Cultural Affairs Bureau, other institutions, schools, private associations, and personal performing activities, all these organizations can apply for using the venue as long as the activity fits one of the following criteria:

  1. Whoever registered any performing art activities of theater,

music, dancing, etc. can apply for using the music hall. In addition to renting the music hall, the applicants should follow the application notices of performing art activities of the Cultural Affairs Bureau for using the music hall.

B. For organizing all kinds arts performance and educational

recreation campaigns, people should apply for using the

lecture hall, conference room, outdoor square, study

classroom, and square.

  1. With any of the following issues, people are not allowed to use

the venue. Whoever has been permitted to use, the Cultural Affairs

Bureau should terminate usage and deal with based on the law:

Whoever violates the government’s law or policies.

People who stand against well-disposed & established practice of society or people organize illegal convocation.

Campaigns that has no positive social or cultural meaning.

Campaigns that might damage the architecture or facilities of the Cultural Affairs Bureau.

The actual activity doesn’t meet with the items that apply or register for, or applicants who transfer the venue for others use.

Activities organized that are against with the mission of the Cultural Affairs Bureau.

6. Usage hours of each venue of the Cultural Affairs Bureau are as follows:

9 a.m. to 12 p.m. 2 – 5 p.m., and 7-10 p.m., daily.

Venue usage can’t be over 10 p.m. Any exceptional prolongation should be permitted by the Cultural Affairs Bureau.

7. Whoever applies for using the venue of the Cultural Affairs Bureau should fill in usage application forms and agreement document; besides, the applicant should may wish to submit activity (performing) proposal, performers roster, and program schedule. The activity (performing) proposal should hand in for the Cultural Affairs Bureau’s investigation and evaluation 10 days (music hall, 30 days) prior to usage, and the applicant should pay the cleaning fee of the venue, security deposit, and administrative expenses within the required time.

8. For using the music hall and the lecture hall, the base rental is 3 hours. Usage under 3 hours will be counted as 3 hours; over 1 hour, the applicant will be billed another base rental and administrative expenses. If the applicant need to rehearse or have pre-performance and need to decorate the venue, performers only can do so during the available slots. Performers can only use the venue 3 hours, and the applicant should pay for administrative expenses.

9. Institutions or individual who booked the venue, no matter the applicants use the

venue or not, during the time the applicants book, the expenses the applicants pay are not refundable. Only with one of the following criteria can be exceptional and to receive partial or full refunds:

A. Associations or individual who can’t use the venue because of

unanticipated incident, applicants should notify the Cultural Affairs Bureau 3 days before, so that they can receive 1/2 rentals and administrative expenses & security deposit (applicants who fail to notify the bureau 3 days before will receive no refunds).

B. Due to irresistible casualties such as wind disaster, earthquake, air

attack, etc., which result in the institutions or individual who fail to use the venue, applicants can get full refunds of venue rentals, administrative expenses, and security deposit.

10. Without the Cultural Affairs Bureau and the Venue Managing Unit’s

permission, any tape recording, shooting, sound recording, live broadcasting, and bouquets presenting is prohibited.

11.Whoever using the venue of the Cultural Affair Bureau should pay for venue rentals, security deposit, and administrative expenses. Venue rentals and administrative expenses will be totally paying into the municipal treasury, subsuming into budget. Security deposit will be fully returned by the end of the activity if there is no damages or loss happening.

12. Whoever uses any equipment of the Cultural Affairs Bureau, the applying institutions or individuals should take good care of the equipment. If there is any damage or loss, applicants should compensate based on the marketing price. Without the permission of the project staff of the Cultural Affairs Bureau, applicants shouldn’t employ lighting, acoustics, stage lifting tools or any other equipment. If applicants need more lighting or other electronic equipment, they should inform and obtain permission from the related personnel of the Cultural Affairs Bureau.

13.The Cultural Affairs Bureau rejects to sell tickets for any organizations. Applicants who applies for using the venue and need to paste promotional posters, flyers, and other temperature construction, etc. within the area of the Cultural Affairs Bureau, they should only paste or construct within the spots where the Cultural Affairs Bureau assigns.

14.If necessary, the Cultural Affairs Bureau has to entrust its venue to a

private organization for operation management.

15.The autonomous regulations will be implemented on the day they are announced.
