A)Data Entry Screens
1)ARCS Data Entry and ARCS Scan Screens
- Removed the SIC & NSTA fields.
B)Screens:
1)Micro Employment & Wage Screen
- Locked quarters may now be updated with a warning if the States Analyst has ‘EQUI’ permissions.
- Closed accounts may now be updated with a warning if the States Analyst has “Update” permissions.
2)Micro Codes Screen
- Locked quarters may now be updated with a warning if the States Analyst has ‘EQUI’ permissions.
- Closed accounts may now be updated with a warning if the States Analyst has “Update” permissions.
- NSTA Field has been moved to the far right of the Screen.
3)Micro Code Update Screen
- Removed the Geocode field and replaced it with the QuarterlyState use field.
4)Wage Record Screen
- Locked quarters may now be updated with a warning if the States Analyst has ‘EQUI’ permissions.
- Closed accounts may now be updated with a warning if the States Analyst has “Update” permissions.
5)Wage Record Predecessor Successor (Wage Record Data Only)
- Locked quarters may now be updated with a warning if the States Analyst has ‘EQUI’ permissions.
- Closed accounts may now be updated with a warning if the States Analyst has “Update” permissions.
6)Micro Employment & Wage (Female Data) Screen
- Locked quarters may now be updated with a warning if the States Analyst has ‘EQUI’ permissions.
- Closed accounts may now be updated with a warning if the States Analyst has “Update” permissions.
7)Macro SIC Detail Screen
- Corrected error when attempting to update Employment and Wage data.
8)Multi Tab
- Locked quarters may now be updated with a warning if the States Analyst has ‘EQUI’ permissions.
- Closed subunit accounts may now be updated with a warning if the States Analyst has “Update” permissions.
- Corrected so the Master totals reflect new totals when the Employment and Wage data is changed on the Micro Screen.
- Added button to update Master record Employment and Wage data directly from this screen. (Locked or Closed Master accounts cannot be updated from this button).
- Added options to sort on NAICS and County codes as well as RNUM.
- Changed screen default option to Active records.
9)Mass Create/Change Screen
- Reviewed fields to ensure that all character entry fields are automatically converted to upper case on leaving the field.
- Added Comment Codes to data that can be selected or inclusion in the new account(s).
- Modified so that the City and State fields with no values are automatically filled in when the Zip code is entered.
- Repositioned the Buttons that are displayed at the bottom of the screen.
- Note: Mass Change - Locked or Closed accounts cannot be updated from this Screen.
10)Geo Data Screen
- When a State manually enters individual latitude and longitude codes, the following fields are automatically assigned these values:
- Geocode Software to U
- Geocode Source to S
- Match Code to M999
- Location Code to A99
- Disabled the update capability of the Geo Software field from this screen.
11)Macro Detail Screen (County & MSA)
- Corrected so the screen refreshes properly.
- Locked quarters may now be updated with a warning if the States Analyst has ‘EQUI’ permissions.
- Closed accounts may now be updated with a warning if the States Analyst has “Update” permissions.
12)Macro Inquiry Screen (MSA)
- Added Trend Graph function.
- Added Yearly Graph function.
13)Macro County/NAICS Comment Screen
- Locked quarters may now be updated with a warning if the States Analyst has ‘EQUI’ permissions.
- Closed accounts may now be updated with a warning if the States Analyst has “Update” permissions.
14)Macro Inquiry Screen (County/NAICS)
- Enabled Yearly Graph function.
15)WIN202 / CES Screen
- Locked quarters may now be updated with a warning if the States Analyst has ‘EQUI’ permissions.
- Closed accounts may now be updated with a warning if the States Analyst has “Update” permissions.
C)Quarterly Processing
1)Load Screen
- Geo Data Load – Added an option field for the Geo Data Load. This option should be checked for files provided by BLS. The following action occurs for batch loads for the specified fields:
File of State-supplied latitudes and longitudes:
- Geocode Software assigned to U.
- Geocode Source to S.
- Match Code to M999.
- Location Code to A99.
File of BLS-supplied latitudes and longitudes:
- Geocode Software to G.
- Geocode Source to B.
- Quarterly Load – The Quarterly Load will now generate two additional outputs. One for when “H” and “W” Employment or Wage indicators are overwritten by the load. The other will be an error file for accounts where invalid codes were not loaded.
2)Edit Screen
- Full/Partial Edit Options - The SIC Macro roll has been disabled and the Data Counts Listing will now run automatically when choosing these options.
- System Edits – Changed criteria for edits according to BLS specifications. Please see Appendix F of new ES-202 Operating Manual for detailed information.
The edits affected are:
a)070/No Useable Address – Edit was restored to pre September 2003 and a separate edit (088) was created for large records without a PLA.
b)088/Large Record without PLA Check – Edit will flag if there is at least one usable address but the physical location address (PLA) is not usable AND is on a large record; Uses new large record parameter (099) for the PLA edit condition.
c)112/Fax Number Check – System will blank out the Fax Number if the number is invalid, non-numeric, etc.
d)114/Physical Address Format Check – Modify handling of AME to resolve consistency problems.
e)Multi Edits – Altered to automatically fill in the Legal Name of a Subunit with the Master’s Legal name when the Subunit’s Legal Name is blank and the Master’s is not blank.
3)Macro Screen
- Macro Roll – The SIC Macro Roll has been disabled.
4)EQUI (Subset & Full) Screens
- Full EQUI Screen is now the default option.
- The Data Counts Listing will run automatically for both the Full and Subset EQUIs.
- Full EQUI Procedure
a)EQUI will be limited to 2 quarters. For quarters other than the current or prior to be included, the Township, County, or NAICS code has to have changed from unclassified to classified.
b)Admin only changes will now be included on both update and initial files.
c)Changed the assignment of Future fields (NAICS & County) for records with a Response code of 46, 50, & 64. If the future first quarter is not available, current quarter codes are used.
d)Correction to limit the Wage Record data to only Master & Single accounts (Subunits excluded).

5)MWR-Web Screen
- New Screen used for MWR Web Processing. From this screen the State can Create/Load the Solicitation Request, Solicitation Data, Confirmed Register, or the State Historical Data Files (MWR Collected Data File Load is not active at this time). BLS will be providing detailed instructions on its use.
D)Administrative:
1)Maintenance/Quarters Screen
- Move Quarters/Create New Quarter – Procedure has been altered so that if an account is closed for six (6) consecutive quarters AND has a Status Log record for a “delete’ action that is more than eighteen (18) months old, the entire account is deleted from the system.
2)Maintenance/Database Screen
- Dumpdata – Procedure has been altered so that Status Log records for “delete” action are kept on file for a minimum of 2 years.
E)Reports:
1)Batch Reports
- Quarterly & Annual NAICS Listings (2nd Almis file) – A second file format has been added to both listings. (See appendix A for file format). Output names are:

- Single Quarter EQUI & Single Quarter Open/Closed EQUI (1166) Format – New procedure for single quarter EQUI using an 1166 file length format.
- Single Quarter EQUI (1060) Format - Report description and output names now includes file length for better identification (formerly Single Quarter EQUI Format).
- Single Quarter Open/Closed EQUI (1060) Format – Report description and output names now includes file length for better identification (formerly Single EQUI O/C).
- Single Quarter EQUI (724) Format - Report description and output names now includes file length for better identification (formerly Single Quarter (Old) EQUI Format).
- Single Quarter Open/Closed EQUI (724) Format – Report description and output names now includes file length for better identification (formerly Single (Old) EQUI O/C).
- Minimal Edit Listing – The Error Code ABC List has been updated per BLS specifications.
- Scoring Edit Listing – The Error Code ABC List has been updated per BLS specifications. In addition, the NAICS code was added, the account will only be listed once per year/quarter with the highest score, and a partial list of error codes is included.
- Multi Edit Listings (Long & Short) – Separated the EDI and Non-EDI records into two (2) listings for each report.
- Summary Management Report – The unformatted output file (arsmangmtMMDDYYYY.txt) has been updated to the new 1665 Format.
2)Auto Reports Setup Menu
- The Auto Reports Setup Menu has been changed to allow the Macro Roll (County/SIC, County/NAICS, and MSA/NAICS) procedures to be used like regular reports. Choose the Quarterly Processing option. For single quarter roll, enter year/quarter. For all unlocked quarters, enter zero (0000) for the year and zero (0) for the quarter.
