After increases caused by TUPE transfers of staff into Public Health Wales staff numbers have remained fairly static since April.

1.2How is Total Pay Spend Trend Changing?

The following graph shows the monthly trend for total pay spend for Public Health Wales NHS Trust. This data is derived from the General Ledger and includes all elements of pay that are paid via payroll including on costs, but excludes all payments made via invoice i.e. Agency costs.

Spend on agency staff has continued to fall since May 2011.

1.4Variable Pay Costs

Variable pay includes overtime, on call and shift working allowances and other payments and allowances. The following graph outlines the monthly variable pay trend for July 2010 to July2011.

1.5What is our Sickness Absence?

Public Health Wales NHS Trust was set a target for sickness absence by Welsh Assembly Government of 3.4%. In the period July 2010 to June 2011 overall sickness absence for Public Health Wales NHS Trust was 3.30%.

1.6What is our Turnover?

The following table shows the current rolling turnover rate by staff group.The turnover for PublicHealth Wales NHS Trust from July 2010 to June 2011 was 7.79%. This shows a slight fall since the last report reflecting the reduced opportunities in the jobs market.

Section 2

Current and Future Workforce Issues

Partnership Forum

The Director of Workforce and OD has agreed to meet regularly with the Regional Full Time Officers from UNITE and UNISON to continue to build relationships and address strategic employment issues.

At the meeting on 30 September, 2011, progress in relation to policy development was discussed along with HR and TU representation at project/programme teams.

Joint Medical and Dental Negotiating Group

Monthly meetings have been established for the year ahead. The Group will continue to discuss issues in relation to medical and dental staffing, including policy development and revalidation of medical practitioners.

Workforce Modernisation

As with all other NHS Wales organisations Public Health Wales faces significant financial challenges in forthcoming years. A number of strategic workforce modernisation initiatives are continuing. These include:

Abdominal Aortic Aneurysm Screening

Work continues in relation to establishing competencies and job descriptions. It is anticipated that these will be ready for initial job evaluation during early November.

Digital Mammography

Work continues to review the workforce within Breast Test Wales relating to the implementation of digital mammography. In order to provide staff with additional experience and skills a number of radiography helpers have been seconded to various roles across the service, including BTW admin, CSW admin and Bowel Screening. The screening centre in Swansea went live on Monday 5 September, 2011.

Cervical Screening Wales Regionalised Working

HR continue to provide input in relation to the establishment of one CSW site for mid and West Wales.

Stop Smoking Wales

HR is continuing to support both the Administration Review and the Management Review across Stop Smoking Wales service.

The Administration Review is currently out for three month consultation, commencing on 25 July 2011. The Management Review was subject to one month consultation commencing on 27 July 2011.

Laboratory Services Review – North Wales

A number of options for service changes have been generated and are now being considered by staff.

Modernising Scientific Careers

The Public Health Wales Steering Group has met twice and has agreed a structure for supporting the progress of the national work and addressing local implementation over the next 12 months. Analysis of the existing workforce is underway in preparation for modelling the impact of changes.

Administration Review

HR continue to provide support to the administration review meetings.

Harmonisation of On Call

The National On Call Joint Negotiating Committee has completed its negotiations and reached agreement on a set of proposals. In Public Health Wales these are under discussion with trade union officials and staff representatives.The intention is that new arrangements set out in this agreement will be introduced from 1 December 2011.

HR Systems Improvements

Manager Self Service – Electronic Staff Record (ESR)

Following submission of a paper to the August meeting of the Executive Team and the Public Health Wales Information Governance Group it was agreed that Finance, Workforce and OD, corporate administration, the Communications Team and the IT Helpdesk in Screening Services will be the first departments to pilot Manager Self Service and Staff Self Service. Hierarchies have been drawn up and training sessions have taken place during September.

Transfer of e-KSF to ESR

With effect from 31 March 2012 e-KSF (the electronic Knowledge and Skills Framework) will be withdrawn and therefore staff and managers will no longer be able to access information held on this system. This facility will be replaced by existing functionality in the ESR system. Bringing this information into one system greatly enhances reporting ability and will underpin monitoring of compliance with Statutory and Mandatory Training.

Employee Relations

Since March 2011 there have been three disciplinary hearings and four appeal hearings. One dismissal was upheld, a second decision is pending awaiting further information and two are awaiting hearing.
