1.Introduction:

1.1.1.Brief History on Mid Day Meal Programme: -

Education plays a vital and important role in the life of an individual. It aims to prepare and develop the individual physically, mentally and spiritually to lead a quality life. Education is a process through which a person can attain the necessary competencies and skills to face the challenges of life. According to the 93rd Constitutional Amendment, primary education is a Fundamental Right (Article 21A). Four important factors are identified for achieving the goals of Universalization of Elementary and Secondary Education. They are Access, Enrolment, Retention and Achievement.

Various schemes were implemented in the primary education sector by the Government to reach the most disadvantaged population and thereby to achieve the above goals. Access to Primary Education is being provided through massive programmes like District Primary Education Programme, Sarva Siksha Abhiyan (Rajiv Vidya Mission) to all such of those children who are involved in physical labour, street children, migrating children etc.,. Inspite of this, a few children are still deprived of Primary Education due to inability of the parents to send their children to school due to their poor economical status. For these parents, sending their children to school means - incurring extra financial burden on them.

That being the attitude of the parents the only way of bringing them to school is to take care of their food and nutritional needs.

Without satisfying this basic need, needs of higher order are difficult to reach. The most important de-motivating factor in this aspect is the poor nutritional status of children. Hence supplementing the required nutrition should be the priority to draw their attention to education.

Keeping this basic truth in view, the Government of Andhra Pradesh introduced the Mid Day Meal Programme in 1982 experimentally, in all the Abhyudaya Pradhamica Patasalalu. Due to certain constraints like inadequate finances, this programme could not be sustained.

On 15 August 1995 Government of India launched the National Programme for Nutritional Support to Primary Education. As per this Programme each child was provided with, 3 kgs of rice per month for 10 months in a year. The Government of Andhra Pradesh implemented the same in the State.

Consequent to the Hon’ble Supreme Court’s direction in 2001 to provide Cooked Meal to children, the State Government of Andhra Pradesh launched in the cooked Mid Day Meal Programme in 2003 to all Primary School children in Government, Local body and Government Aided Schools. Subsequently it was extended to children enrolled under Education Guarantee Scheme (EGS), Alternative & Innovative Education (AIE) Centres and Madrasas / Maqtabs.

Objectives of the Mid Day Meal Programme:

i)To improve the Nutritional Status of children enrolled in classes I-V in Government, Local body, Government aided schools, EGS and AIE Centres including Madarsas/ Maqtabs.

ii)To motivate children belonging to disadvantaged sections to attend primary schools regularly and help them concentrate on school and classroom activities.

iii)To provide Nutritional Support to children of primary stage in drought affected areas in summer vacation, thereby ensuring their continued interest in schooling.

1.1.2. Demographic Profile of the State:

Andhra Pradesh is the 5th largest State in India both in area and population. It has an area of 2, 75,045 Sq. Kms. The population of the State is 7, 62,10,007 with a growth rate of 14.59 during 1991-2001. The Major languages spoken in the State are Telugu and Urdu. The Government of Andhra Pradesh has declared Urdu as second language in 13 Districts in view of a sizeable Muslim population. The density of the population is 275 per Sq. Km. The urban population is around 27.30%. The general literacy rate as per 2001 Census is 60.47%. The male literacy rate is 70.32% and the female literacy rate is 50.43%.

The State of Andhra Pradesh with 23 districts has three distinct regions

a)Coastal Region familiarly known as Coastal area comprising of nine Districts, Srikakulam, Vizianagaram, Vishakhapatnam, East Godavari, West Godavari, Krishna, Guntur, Prakasam and Nellore.

b)Interior regionfamiliarly known as Rayalaseema which comprises four Districts, viz Chittoor, Kadapa, Anathapur and Kurnool.

c)Telangana Region consists of 10 Districts, Mahabubnagar, Ranga Reddy, Hyderabad, Medak, Nizamabad, Adilabad, Warangal, Karimnagar, Khammam and Nalgonda.

Physical Features:-

The State is situated in a Tropical region between the latitudes 13 to 20 degrees North and the longitudes of 77 to 85 degrees East. The Bay of Bengal in the East, Orissa, Chattisgarh and Maharashtra in the North, Karnataka in the West and Tamilnadu in the South bound it. The State has a long coastal line of 974 Kms, running from Itchapuram in Srikakulam District in the North to Sullurpet in Nellore district in the South.

Population:-

As per 2001 census Andhra Pradesh ranks fifth in the country both in areas (275045 sq.kms) and population (762.10 lakhs). Consequent on the introduction of Mandals system in place of Tahsils and Block all the 23 districts were divided into 1128 Mandals with 28,123 villages, 21,176 Gram Panchayats and 72372 Habitations.

The Growth of Andhra Pradesh population in the period 1951-61 was 16%. The decadal growth rate of Andhra Pradesh during the 1991-2001 is 13.86, which is lower when compared to the corresponding all India decadal growth rate of 21.34%. Among the four Southern States, Andhra Pradesh stands second in growth rate followed by Karnataka which showed a growth rate of 17.25%. Tamil Nadu & Kerala have registered growth rates of 11.19 % and 9.42 % respectively.

c) Literacy:

A person is considered literate if she/ he are able to read and write with understanding in any language. One who can merely read but cannot write is not considered literate. However, to qualify as a literate is not necessary that a person should have received any formal education. All the children below 7 years of age have been treated as illiterates during the Census of India 2001.

Among the States Andhra Pradesh at 28th place in Literacy rate 2001 censes. Among the districts, Hyderabad is at the top with 78.80% followed by West Godavari, Krishna and Chittoor districts. The least literate district is Mahabubnagar with 44.41%.

Among the males the literacy rate is 70.32% as against 50.43% among females. Among the 23 districts, 8 districts i.e., Hyderabad, Ranga Reddy, East Godavari, West Godavari, Krishna, Guntur, PS.Nellore and Chittoor have recorded higher female literacy rate when compared to State’s average of female literacy rate. On the whole, 9 districts have shown a higher literacy rate than the State’s average. They are Hyderabad, Ranga Reddy, East Godavari, West Godavari, Krishna, Guntur, PS.Nellore, Kadapa and Chittoor.

1.2Process of Plan formulation:-

Government of India has communicated National level Programme of Mid Day Meal in Schools Annual Work Plan and Budget 2010-2011 guidelines and formats. On receipts of the information detailed schedule is prepared in the State for preparation Annual Work Plan and Budget for 2010 –2011 as per the guidelines communicated by the GOI. Every aspect of the Scheme is exercised from the bottom up approach in a decentralized manner.

The Resolutions and data in the discussion on the number of Children, accommodation, Cooking agencies and Food grains at the School level meetings were sent to Mandal level. MEOs after receipt of the information from the Schools and consolidated reports were prepare and submit to the District Educational Officers through Dy. Educational Officers. DEO with the consultation of District Collector submitted the data in prescribed formats to the Commissioner & Director of School Education A.P., Hyderabad. State level plan is prepared on the basis of information the data Annual Work Plan and Budget 2010-2011 is prepared.

2. Descriptions and Assessment of the Programme Implemented in the current year (2009-10) proposals for the year 2010-11 with reference to.

2.1Regularity and Wholesomeness of midday meal served to children; reasons for programme interruptions, if any and planning to misuse them.

Standardized menu as planned by the National Institute of Nutrition, Hyderabad was passed on to the District Administration for adherence. Menu is flexible with Rice & Sambar being the main menu with egg/banana twice a week. The implementing agencies using the seasonally available vegetables. The wholesomeness of the meal provided is checked at random by various officials visiting schools. Whenever the quantity/quality is not as per the guidelines, suitable action is initiated against the concerned. All the eligible children are covered under this programme. However, a small percentage of children are not availing themselves of the Mid Day Meal as they prefer home meals. To ensure that two eggs /banana are served to children elaborate guidelines are issued for procuring eggs at the District level through tender system.

To improve nutritional status of the children, Britannia Industries, Naandi Foundation and Global Alliance for Improved Nutrition (GAIN) have volunteered collectively to provide the nutritious biscuits. It is a unique project characterizing the association between the Corporate world and the Social Organizations. In the first phase two Britannia Tiger Iron (5mg) Fortified Biscuits / Egg and Banana / Pickles are provided to each child once in a week in Hyderabad district. Providing tasty fortified biscuits along with Midday Meal will go a long way towards physical growth and mental development of the children.

Government of India directed that cooked meal should be provided with a minimum content of 450 calories and 12 grams of protein on each working day of the school to children studying in classes I to V and 700 calories and 20 grams of protein content is provided per child on each working day of the school for classes VI to VIII. This has been ensured by the State. The menu is flexible with cooked rice and sambar being the main menu with egg or banana twice a week.

2.2. Food Grains management, including adequacy of allocation, Timeliness of lifting, transportation and distribution and suitability of storage at different levels. Challenges faced and plan to over come them.

Central Level:

Government of India have allocated rice based on the requirements of the School Education Department of Andhra Pradesh through FCI

State Level:

The Area Managers of FCI supplied the rice to the District Managers of Andhra Pradesh State Civil Supplies Corporation based on the allocations.

District Level:

The District Managers of Andhra Pradesh State Civil Supplies Corporation lifts A.P. raw rice from FCI and release to Fair Price shops.

Mandal Level:

Mandal Revenue Officers allocate the rice to each implementing agencies.

Fair Price shop / School Level:

The Fair Price Shop releases the rice to the implementing agencies as per the requirement.

The Commissioner, Civil Supplies / Andhra Pradesh State Civil Supplies Corporation are responsible for the timely supply and monitoring of the quantity of rice. AP raw rice of fair Average Quality is lifted from the Food Corporation Godowns and supplied to the Implementing Agencies through Fair Price Shops. Conducting surprise visits by the officials of Education Department, Civil Supplies and Revenue Department is doing periodical monitoring of the quality of the food grains. The problems regarding the availability of food grains, quality etc; are also being addressed in the meeting with the officials of Food Corporation of India, Commissioner Civil Supplies and School Education Department. Senior officials of these departments regularly visit at the time of allocating the rice by the Food Corporation of India. The District Educational Officer also deputes senior officials to inspect the quality /quantity of the rice issued by the PDS outlets. Rice is supplied to the Implementing Agencies as and when required on the basis of enrolment. Storage of food grains is taken care of by the Headmaster and Implementing Agency. There is a need for storage place in some schools. The kitchen sheds now in construction are provided with storage facilities to overcome the storage problems. The Headmaster certifies the attendance of the children and the quantity of rice utilized. The Implementing Agencies purchase the ingredients like Dal, Vegetables, Oil, Firewood, Cooking Gas, etc; purchases of made mostly from the DWACRA Groups/ Local markets from the funds released to them and maintain necessary records like stock register, issue register, cash books etc.
