His email server sent a worm together with my email address at Columbia University (). This worm caused very sever damage to the email server at the Columbia University. Therefore, Columbia University now refuses to accept any msg from him, and requested me to convey to Walter that he should use my alternate email address ().
I would suggest that whenever you send your msg to Walter, copy it to his wife > and his daughter (who lives in Washington DC area) <>.
It is really shame his email server had such a terrible worm — I haven’t had many msg from him since last summer, just because of this trouble.
(5) Yes, we can prepare our proposal for constructing operator trainer of petroleum refinery and ethylene (or any other petrochemical) plants with process control simulation. For this, we need;
(a) To locate a suitable chemical engineering department of a university in Niger Delta region, which is to be a member of GUS/Nigeria consortium,
(b) To make a fact finding and assessment trip to meet with the faculty of the department, -- this is by me and a faculty of Polytechnic Institute of New York University,
(c) To have a mini-workshop for this project along with the workshop for establishing GUS/Nigeria (which is now being organized by Walter),
(d) To construct a comprehensive project proposal by a task force team members which is to be assigned at the aforementioned mini-workshop,
(e) To submit this proposal to the NDDC or Japan Embassy or Japan International Cooperation Agency (JICA) in Abuja for the Japan Official Development Assistance (ODA) fund.
Roughly speaking, mini-scale units of petroleum/petrochemical plants (e.g, distillation column, pumps, compressors, thermal cracking furnace, filters, centrifuge, etc., etc.,) may be constructed at the chemical engineering department for their students’ hands-on training. These units can be controlled by a laptop.
Later, when enough fund would be available, this project may construct a operator/trainer control room (as similar to the one for nuclear power plant) with cooperation of engineering companies such as Bectel or Japan Gasoline Corporation, etc., -- this was the phase what I was about to undertake when I left Stone and Webster Engineering Company in Boston in early 1970s, which was the major engineering company for making basic design of ethylene plants (almost 75% of them around the world — almost one billion dollars for each unit at that time).
(6) However, I would suggest you the following priorities;
(a) GSEEED project, particularly on the verification of Al Gore’s proposed energy policy in relation to the consequential affect to Nigerian energy/economic policies,
This may coincide with your eGovernment Economics Simulation Project project.
(b) GUS/Nigeria project, -- including the operator/trainer project mentioned above,
(c) Broadband Internet Infrastructure project — for e-healthcare and local community development, etc.

I came back from Nigeria to Macau today and will leave for Seoul on Sunday as my United Nations Fellowship ends tomorrow, Friday.
I now have the audience of the Honorable Minister of Niger Delta Affairs to submit proposals for intervention in the Niger Delta. Please recall the training idea you mentioned before: "some idea is to construct operator trainer of petroleum refinery and ethylene (or any other petrochemical) plants with process control simulation — which was my specialty while I worked for Shell Chemical at Rockefeller Center, Mobil Oil in New Jersey, and Stone and Webster Engineering Company in Boston from early 1960s to 1970s".
Sir, Can we prepare a proposal along these lines? Do you have something you have written in the past?
I am writing an Umbrela Proposal for ICT/eGov driven Niger Delta Development Initiative entitled "ICT/eGov Partnerships for Peace, Social Inclusion and Development in the Niger Delta". All of our GUS/GSEEED projects will be components of the Initiative.
I have finished my Course Work at Seoul National University, but my final Qualifying Exam comes up on March the 21st. The new Korean Ambassador to Nigeria resumes in March and the embassy has asked us to submit our requests on the Niger Delta at the end of March; a good timing for me. The Honourable Minister is also expecting the full proposal about that time. In the meantime, I want to send the workshop plan (I don't know if Walter has done a current one), concept notes for GUS Nigeria, GSEEED, and the Nigeria Energy Modeling to him, but with a cover Umbrella Proposal, and those as primary components.
I have no contact with Dr. Ollor! Telephone, Fax, email, etc. Are you able to reach him?

I am concerned that I have not had any communication with Dr. Ollor for some time now. I actually went to Nigeria as planned; had meetings (on Wireless Broadband (Wibro) for Niger Delta Development) at the Korean Embassy in Nigeria (Abuja) and met the Honorable Minister of Niger Delta Affairs on Friday, 20th of February, and had a 30 minute talk about Niger Delta development in General. I arrived in Nigeria on Wednesday 18th and left on Sunday 22nd of February, a rather short trip. I attended an eGovernment Partnership Concensus building Workshop in Abuja on Thursday 19th and met the Minister on Friday 20th.
He now expects some specific proposals from me asap. If you have Dr. Ollor's GSM/Mobile phone number, Kindly give it to me so that I can call him.
I have been accepted on the Millenium Institute Systems Dynamics-based Development Planning Course at University of Bergen, Norway, and will be there from 23rd March to 8th of May, 2009.
