4.2 Key Terms – The Federal Government

1. Appropriates – to set something aside for a particular purpose, especially funds (money); Congress appropriates funds.

2. Impeach -- to formally charge a public official with misconduct in office

3. Veto – to reject a bill and prevent it from becoming a law; The president has the power to veto a bill.

4. Override -- to disregard, set aside, or nullify; Congress can override the president’s veto with a 2/3rds vote.

5. Elastic Clause -- a statement in the U.S. Constitution (Article I, Section 8) granting (giving) Congress the power to pass all laws necessary and proper for carrying out the enumerated list of powers

6. Majority rule -- the doctrine that the numerical majority (who ever gets the highest number of votes) of an organized group can make decisions binding on the whole group

7. Judicial review – the right of the Supreme Court to determine if a law violates the Constitution

8. Cabinet – a group of advisers to the president

9. Bill -- a form or draft of a proposed statute (or law) presented to a legislature, but not yet enacted or passed and made law.

10. Appointment -- an office or position to which a person is appointed or placed: She received her appointment as Supreme Court Justice by the president.

11. Supreme Court -- the highest federal court in the United States, consisting of nine justices and having jurisdiction (or control) over all other courts in the nation

12. Unconstitutional -- not constitutional; unauthorized by or inconsistent with the Constitution; The Supreme Court declared the law unconstitutional.
